Liberty Latin America Manager, Legal & Government Affairs in Cayman Islands

This is a rare opportunity to bring your hard-earned legal experience to take on a dynamic, fast-moving and commercially focussed leadership role. Cable & Wireless Communications, or CWC, is part of Liberty Latin America, a leading telecoms and cable TV operator with operations in countries across the Caribbean and Latin America. CWC’s Cayman business is recruiting a Manager of Legal & Government Affairs based in the Cayman Islands.

Key Accountabilities:

Regulatory & Government Affairs

  • Represent the company before external constituencies, including elected officials and other government agencies, commissions and authorities, and organize and represent the company at public and community events and other external functions

  • Respond to and monitor resolution of escalated complaints from government authorities

  • Be a spokesperson at regulatory industry events in a way that represents the company’s views and interests.

  • Monitor, review and ensure CWC remains in compliance with regulatory obligations in assigned markets;

  • Maintain and promote strong and effective relationships with Government and Regulatory stakeholders;

  • Monitor, maintain, and review CWC’s registers of regulatory contacts in market;

  • Prepare and maintain a regulatory road-map outlining regulatory issues being managed, and prepare reports to senior management as needed on the progress of these matters;

  • Assist in developing and execution of a regulatory strategy designed to support CWC’s commercial objectives in the markets;

  • Advise CWC’s local operations as well as senior management of LLA on regulatory initiatives or developments likely to have an adverse impact on operations in the market and design and execute strategies to mitigate the impact of such measures;

  • Produce inter alia, letters, compliance reports, applications, and consultation responses, within tight deadlines at a consistently high quality;

  • Negotiate, influence, and manage major policy and regulatory initiatives whether advanced by CWC or directed at CWC by Government;

Legal Affairs:

  • Providing top-quality legal support on commercial, corporate, litigation, employment, corporate governance, and compliance matters;

  • Advising on corporate governance matters relating to local legal requirements;

  • Keeping abreast of new legislation and current industry trends which impact the company and advising key stakeholders on the same;

  • Working closely with senior leaders and business partners across the business to advise them on navigating and managing legal, regulatory and compliance risks and Group governance requirements;

  • Managing outside counsel and consultants on litigation, commercial negotiations and regulatory issues to maximize performance and achievement of business objectives;

  • Engagement with key stakeholders, including vendors, customers and outside counsel

  • Work seamlessly within a multicultural environment and within teams, and effectively operate with employees at various levels of the organization, including senior executives and other senior managers;

  • Developing an intuitive and practical understanding of the risks and requirements of your business partners within Cable & Wireless and Liberty Latin America;

  • Communicate clearly, concisely, and appropriately to both internal and external audiences;

  • Demonstrate excellent written and oral communications skills; and

  • Exhibit excellent and broad knowledge of the telecommunications and ICT industries and as well as demonstrate a keen interest in evolving technology.

Kno wle dge & Experience:

Preferred education/ qualifications:

A Bachelor degree in law;

Knowledge & Experience:

  • At least 7 years post-graduate experience working in a relevant field with at least 3 years’ experience working in the telecoms industry.

  • Expertise in spectrum, spectrum management and or spectrum engineering would be an asset.

  • Knowledge and experience of cultural, constitutional and legal traditions of English-speaking Caribbean jurisdictions where CWC operates would be an asset.

  • Familiar with the operations and procedures of the Courts in the Cayman Islands.

  • Demonstrated ability as a senior department legal advisor to help build consensus among disparate interests to achieve business goals.

  • Excellent technical legal skills, including litigation, advocacy, contract negotiation and drafting. Strong working knowledge of broad range of legal practice areas including contracting, litigation, employment, real estate and intellectual property issues.

Skills & Abilities:

  • An ability to ensure CWC remains compliant with all local legal and regulatory requirements in assigned markets;

  • An ability to ensure that CWC maintains good and strong relationships with key Government and Regulatory officials in market;

  • An ability to ensure CWC remains abreast of and has taken appropriate steps, to mitigate regulatory and other policy proposals, likely to have an adverse impact on local operations.

  • Provide detailed and accurate reports, briefings and verbal or written explanations of current or past regulatory issues and public policy risks impacting the business to senior executives with minimal notice or on demand.

  • Strong collaboration skills, including ability to work effectively with colleagues in multiple jurisdictions from different fields.

  • An ability to build and maintain relationships with various levels of government officials, other key stakeholders and industry groups.

  • An ability to analyze and understand business impact of proposed legislation and regulations at country, operating company, and LLA levels.

  • Excellent written and verbal communication and presentation skills.

  • The ability to positively influence management on the conclusions driven from the regulatory and political analysis.

  • Possession of broad knowledge of the region’s reality, history and trends.

  • The capacity to connect with a broad group of people, from Presidents and Prime Ministers and Regulatory technical officials and policy technocrats.

  • Demonstrated ability to move complex legal issues and projects through a corporate organization from conception through implementation.

  • Strong business acumen and analytical skills.
