Amec Foster Wheeler Instrument Commissioning Engineer in Brunei
Purpose / Role:
To lead safe execution of the Instrument pre - commissioning and commissioning work scope in accordance with contract documents, specifications, procedures, and plans
To provide discipline input and support to Lead Commissioning Engineer on overall project pre - commissioning and commissioning strategy and execution planning
Plan and prepare for pre - commissioning and commissioning works execution
Interface and provide Commissioning inputs to other project stakeholders, i.e. PMT, Completions, Work pack, Planning, Construction as well as Clients and vendors, at various project phases
Monitor / report progress as required
Key Aim and Objectives:
To play an active role in ensuring that all Project SHEQ goals are achieved and where possible exceeded
To prepare a comprehensive, robust, and practical plan ensuring good preparation works to assure safe and efficient pre - commissioning and commissioning works execution
To ensure the work is carried out in accordance with project specifications, procedures, and plans
To ensure applicable SHEQ processes / practices are implemented / followed and where applicable permits in place and associated toolbox talks etc. are completed prior to commencement of work activities
Prime Responsibilities and duties:
Lead safe discipline pre - commissioning and commissioning works execution per work plans, specifications and procedures. Interface with other discipline commissioning and project stakeholders during execution of the works
Review relevant project engineering, technical and HSSE documentation
Prepare pre - commissioning and commissioning execution plans, work packs and job cards ensuring all work processes and procedures conform to the project standards and meet required level of Quality Assurance
Prepare pre - commissioning and commissioning schedule and resource plan and interface for input to the overall project schedule
Prepare pre - commissioning and commissioning test procedures interfacing with construction and completions personnel. Prepare detailed test plans, procedures, work instructions, JSA’s, etc. as necessary for commissioning activities
Prepare for and attend Factory Acceptance Tests as required
Review vendors commissioning assistance plans
Prepare performance test procedures and operating manuals in support of the BSP Commissioning Team
Identify pre - commissioning and commissioning tools, test equipment, temporary facilities, lubricants, consumables, third party services required for work execution and assist in the procurement thereof
Provide input to the establishment of system and sub - system boundaries and Completions database population in conjunction with the Completions team
Participate in constructability reviews to ensure efficient commissioning and handover
Ensure all commissioning data, documentation and handovers are in accordance with Completions process and project procedures
Play an active role in maintaining a strong safety culture in commissioning team
Assist in the preparation of BSP performance test procedures and operating manuals
Report accurate commissioning progress and status reports to the Lead Commissioning Engineer and project planner
Essential:
10 years Oil and Gas or Petrochemical demonstrable experience in Instrument Commissioning Engineer role, with a proven background of delivery
Experienced in Completions Management Systems and project implementation
Thorough understanding of the principles of Instrument equipment and system commissioning
Ability to demonstrate good understanding of risks associated with working in Hazardous Areas
Experienced in the supervision of personnel and team working
Good knowledge of O&G related SHEQ safe working practices and procedures
Knowledge of the completions process and the ability to understand / complete related check - sheets
Desirable:
Above 5 years or 3 major projects experience in offshore Oil and Gas facilities, preferably on Shell projects
Experience in offshore facilities shutdown and turnaround works, preferably on Shell projects
Experienced in Oil and Gas or Petrochemical projects planning and work pack preparation and implementation, preferably on Shell projects
Experience in Oil and Gas or Petrochemical facilities fabrication, construction and offshore hook up and commissioning up Facilities handover to Operations
JMS experience
