Vectrus Quality Manager (OCN) in Bahrain

Overview

Serves as a Quality Control/Assurance Manager. Incumbent is responsible for conducting performance studies, coordinating, communicating & monitoring the contract quality control/assurance program & surveillance systems for support of base operations & support services. Individual is a technical authority & advisor to the Program Manager, Branch Managers, Managers & Supervisors on matters of contract quality assurance & surveillance. Establishes & maintains professional working relationships in order to ensure that quality management, monitoring & evaluation of contractor performance are documented.

Develops implements & manages the resources for the Quality System (QS). The Quality Manager ensures the implementation and effectiveness of the Business/Quality Management System (BMS/QMS) operational & functional elements. Monitors, inspects, evaluates, validates & analyzes service delivery, policy, procedures and related documentation & records. Analyzes discrepancies, assists root cause analysis & validates corrective action implementation. Coordinates minor discrepancy correction directly with the responsible Department. Serves as the liaison to the Quality Representatives & supports the interface with Government Quality Assurance Evaluators (QAEs) daily. Ensures & promotes continuous improvement.

Attend and be an active participant in staff meetings & report on pertinent information or status on minor & major program elements, quality related statistics & system elements with respect to quality problems or opportunities. Participate in scheduling meetings, multi-program planning meetings in support of overall facility program coordination, assigned meetings relating to Quality inspections, audits & Quality System Administration. He/She will be an active member of the Vectrus Quality Team and contribute to Vectrus quality and improvement initiatives.

Responsibilities

  • Comprehensive and through knowledge of acquisition QA/QC concepts, principles, methods, practices and the skills to design, plan and implement an effective and economical quality assurance program

  • Extensive knowledge of the practices, policies and procedures of related functional and administrative activities such as contract administration, engineering, production, procurement, logistics and supply

  • Effective communications skills appropriate for facilitation & coordination of QA plans & programs within these activities & skill in applying this knowledge to the planning & accomplishment of a variety of difficult & complex work assignments

  • Responsible for establishing and implementing a Quality System (QS) & program with related process infrastructure, to include managing departmental resources for; audits, inspections, analysis, compliance, functionality and capability; maintains the overall QS and operations, reporting and record keeping; ensures Functional Area Management awareness of BMS performance and related problems, failures, root causes, and corrective action implementation and effectiveness for identified deficiencies, promotes best practices and continual process improvement

  • Coordinates deficiency corrections and identified process improvements with supervisors and management and serves as the quality liaison to quality representatives, to ensure that the BMS's quality system complements and complies with the Program, Government, regulatory and contractual requirements

Qualifications

  • MINIMUM QUALIFICATIONS: Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required.

  • Bachelor’s Degree..

  • Military or Industrial Engineering training in Quality Assurance/Quality Control standards preferred.

  • ISO/CMMI/ANSI related training/experience preferred.

  • Experience:

  • Minimum of three years of general experience in; managerial, budgetary, professional, investigative & technical activities related to the provision of services in support of specified military base support operations & logistical service contracts preferred.

  • Five years' experience in progressively responsible positions in support of QA/QC related work encompassing the following: program planning, earned value management (EVM), data collection and analysis, quality, Six Sigma/Lean techniques, broad knowledge of organization and functions for a military base operations including logistics, customer service, communications, supply & transportation.

  • Extensive Management experience in Quality Control & Quality Assurance (5 Years). Specialized areas of performance: ability to facilitate business negotiations, gain cooperation and coordinate the work of others, skill in written and oral presentations, capability to adjust work operations to meet emergency or changing program requirements within available resources, ability to establish objectives and performance goals and assess progress, ability to evaluate and validate organizational and operational problems and develop timely and economical solutions.

  • He/She will have experience in preparing and enforcing QMS programs on contracts of similar size, scope and complexity.

  • Skills:

  • Proficient in all Microsoft Office Products

  • Proficient in budgets, benchmarking and gathering statistical information of services provided

  • Must be able to supervise and manage the activities of multi-national and culturally diverse work force

  • Perform other tasks & duties as business may dictate and as assigned by Management

  • Serve as the Quality representative and supervise all customer quality requirements and any other regulatory agency and oversee the maintenance of any documents relating to such regulations, including all related QA work instructions
