Cowi Framework Contract Project Manager in Belgium

We are currently seeking a project manager to join our Framework contracts team in Brussels. The work areas will comprise a combination of project management and marketing-related activities. Your primary responsibility will be to participate in the management of the day-to-day operations of COWI's Framework Contracts with DG INTPA (Lot 1Sustainable management of natural resources and resilience, Lot 2 - Infrastructure, sustainable growth, and jobs), FPI (Lot 2); DG ENV; DG MOVE; DG ENER; DG CLIMA, as well as several Framework Contracts with EIB services, EBRD and SADC. Moreover, increasing EU and IFI's prequalification, tendering, and contracting for technical assistance projects or studies contracts.

On the day-to-day basis, you will be involved in the following activities:

  • Framework contracts

  • Coordinate the management of day-to-day operations of COWI's FWCs with DG INTPA Lot 1 & 2, EIB, and other EC DGs

  • Receipt, registration and distribution of incoming requests according to Consortium procedures

  • Preparation and QA of technical and financial offers to be submitted to our Clients

  • Communication and follow-up of awarded contracts with Clients, teams of experts and Consortium partners

  • Monitoring submission of outputs and deliverables

  • Improve Framework contracts hit rates

  • Identification, hiring and management of external pools of experts

  • Filing project documents

  • Use and maintain the digital project management tools and platforms used by COWI and to our Client to interact

  • The appliance of COWI's Internal Procedure

  • Business development

  • Screening of project opportunities and maintain project pipelines

  • Market research and surveys including business trips related to specific identified opportunities

  • Lead or assist during the preparation stage of expression of interest and proposals

  • Identification, fidelisation and recruitment of experts

  • Preparation of marketing material, e.g. project references, CV database

To succeed in this position, you should be a team player with strong project management and coordination skills. You should be good at ensuring alignment between the client's success criteria and the deliverables produced. Moreover, you have strong team leadership and communication skills and a good eye for business.

Furthermore, you should have:

  • A university Degree (e.g. Agronomy, International relations, Law, Economy, Environment, Geography, etc)

  • Minimum 2 years of experience both in working with European Union-funded projects with European Union contract procedures

  • Minimum 2 years of experience working with EC INTPA FWCs

  • Understanding of EU policies, rules, and procedures related to contract and budget management of external aid projects

  • Knowledge of EU procurement rules (PRAG) will be an asset

  • Previous experience in working with EU framework contract assignments is an asset.

  • Ability to handle and perform similar tasks and situations that are specific in terms of objective and content, and that require a search for solutions within an area of known alternatives

  • Fluency in English and good command in French are a minimum. Additional languages are a plus
