Parsons Corporation Program Director (Drainage Systems/Tunnels) in United Arab Emirates

Job Description:

Parsons is looking for an amazingly talented Program Director to join our team! In this role you will get to provide leadership and direction for every phase of a large infrastructure program, consisting of multiple drainage system and tunneling projects.

An experienced and dynamic Program Director to lead this high-profile project, who has proven experience of leading successful rainwater drainage (stormwater), sewage network and tunnelling projects in the GCC and Internationally, particularly in urban settings.

Experience with climate resilience and sustainable infrastructure projects is highly desirable.

The Program Director will be responsible for the successful delivery of the entire program, ensuring that all aspects are completed on time, within budget, and to the highest standards of quality and safety, will provide day to day leadership to a team of experts, working in partnership with the client and all associated stakeholders to deliver multiple projects and packages of works across the city at various stages of design and construction. This role requires a strategic thinker with exceptional leadership skills and extensive experience in managing large-scale infrastructure projects.

What You'll Be Doing:

  • Provide overall leadership and direction for the program, developing and implementing the program strategy, ensuring alignment with project goals and objectives.

  • Lead and mentor a multidisciplinary program team, fostering a culture of collaboration and excellence. Ensure that all team members have the necessary resources, training, and support to perform their roles effectively.

  • Oversee the planning, execution, and delivery of all project components, including drainage systems upgrades, tunneling, SUDS upgrades, and deep pump station construction.

  • Acts as the company representative with the client and selected consultants and suppliers during the program execution. Acting as the primary point of contact for all program stakeholders, including government authorities, contractors, and associated organizations.

  • Provide technical guidance and support to ensure that all project components meet the highest standards of quality and safety. Coordinating with technical experts and consultants to address any technical challenges or issues that arise.

  • Mobilizes company resources, through effective liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.

  • Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions which would affect project cost or schedule.

  • Participate in negotiations with regulatory agencies and in public meetings in support of clients.

  • Oversees establishment of Program/ Project Management Plans, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other Program Management suite of documents as required.

  • Works with the key project staff, consultants, contractors, and subcontractors to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work.

  • Completes other responsibilities associated with the position as may be appropriate.

  • Develop and maintain detailed project schedules, ensuring all phases are completed on time and within budget.

  • Ensure the implementation of advanced project management methodologies to manage a state-of-the-art strategic program.

What Required Skills You'll Bring:

  • Bachelor's degree in engineering or equivalent from a recognized university essential.

  • Master’s Degree is preferred.

  • Chartered Engineer status, PMP/ChPP certification or equivalent preferred.

  • Minimum 20 years of experience of significant large-scale projects, in leadership roles.

  • Prior experience working on major infrastructure, drainage, sewage, tunnels, utilities projects essential.

  • Major earthworks and/or tunneling experience would be preferred.

  • Considerable experience at director level in client facing roles is essential.

  • GCC (Gulf Cooperation Council) experience preferred.

What Desired Skills You'll Bring:

  • Effective oral and written skills for client presentations, technical reporting, and internal / external correspondence

  • Ability to effectively present information to key stakeholders as required by the client

  • Understanding of the construction management at risk alternative delivery process and the functions inherent to construction management of large-scaled projects

  • Understanding of budget development and cost accounting

  • Ability to manage and encourage a team of construction management professionals

  • Ability to interface with all levels with project team, client, and others

  • Knowledge of construction contract negotiation and administration

  • Ability to read, analyze and interpret complex documents

  • Ability to respond effectively to the most sensitive inquiries or complaints

  • Ability to apply principles of logical or scientific thinking to a wide range of support function problems

  • Ability to function in a multi-organizational environment by developing relationships that complies with the client’s proactive, collaborative culture.

  • Ability to manage projects implemented in phases, ensuring timely completion of each phase.
