Job Duties:

The position will report to the Health and Human Services (HHS) IT Solutions Lead for Access Management and Workforce Mobility. Our HHS Solutions Access Management & Workforce Mobility group is responsible for Access Management for 46 Commercial Off the Shelf (COTS) business applications including Electronic Healthcare Records (EHR), Case and Residential Management, Benefits Eligibility, and Criminal Justice Records Management applications. This portfolio includes State/Federal systems including the Virginia Department of Behavioral Health and Developmental Services (DBHDS); the Virginia Department of Social Services (VDSS) and Department of Justice/Juvenile Justice business applications.

In addition to Access Management the incumbent will be responsible for Mobile Device Management for iPad; MacBook Air and iPhone devices. The Systems Analyst I will develop requirements and design mobile solution applications to meet business needs of the 70 Human Services Programs/Services. Mobile App Solutioning will include regulatory compliance where applicable for HIPAA, FERPA, CJIS and PREA.

Our vision for what you will do:

The position will provide operational support and analysis to include Access Management and Mobile Application Solutioning, MDM, VDI and Telehealth services in the Health and Human Services (HHS) portfolio. In addition to operational support the Systems Analyst I will be assigned to projects related to device lifecycle replacements, design and deployment of new mobile solutions, and provisioning of telehealth and tele-case management technologies.

In this role, you will:

  • Support the team’s Business Analyst in developing work intake requests related to mobile device and mobile app solutions.

  • Support Business Discovery for Projects.

  • Elicit and manage business and technical requirements using HP ALM for Role-Based Security and Access Management.

  • Document Business Process using BPMN and develop Business Process Models.

  • Perform analysis like SWOP, GAP, and RCA.

  • Work closely with Business Applications, Data & Analytics to develop mobile business application solutions to meet the specific needs of over 70 DHS programs and services.

  • Develop and execute Test Plans including UAT Scenarios and Scripts.

  • Manage requests and incidents using ServiceNow.

  • Manage the teams Knowledge Management System (KMS) in ServiceNow for all data and reporting services.

  • Mentor Business Application Specialist, Business Application Support Technicians and Interns.

Our Health and Human Services IT Solutions team supports over 70 programs and services covering Behavioral Health, Developmental Services, Criminal Justice diversion programs, Social Services, and department administrative/operations teams. Our HHS IT Solutions team manages a significant portfolio of complex business applications including Electronic Healthcare Records, Case Management, Benefits Eligibility, Financial Management and Billing, Human Capital Management, Payroll and Regulatory Compliance systems.

The HHS Solutions team has many innovative IT Capital Improvement Programs including a departmentwide initiative for document management in the Cloud, Workforce Mobility, Evidence Management for Adult Protective Services and Child Protective Services, and Children’s Services Act modernization. We will also be piloting new technology services to support workforce mobility like Virtual Device Interface (VDI), Hoteling for community-based staff, and eSignatures.

Position Details:

  • Pay Rate / Range: $25-$31.13

The above salary range represents the range expected for the position; however, final salary offers are based on a number of factors such as the position’s responsibilities; the candidate’s experience, education, and skills; location; travel required; and current market conditions.
