Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain competitive positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: As an Assistant Master, XH-5784-14, the incumbent will work under the general supervision of the Master, who issues oral and written instructions pertaining to sailing orders and overall plans of operation, but is entirely responsible for the navigation of the vessel while underway. Responsibilities Steer vessel from pilot house, using pilot controls for proper speed and direction. Stand a regular watch as Pilot on a 3000 or 4300 H.P. twin-screw diesel powered towboat engaged in towing, river inspection, special trips, and channel patrol operations. Has complete responsibility for the safety of the towboat, vessel, its crew and cargo being towed during watch. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Assistant Master Towboat without more than normal supervision which includes: 1) Operating a 3,000 or 4,300 hp twin screw diesel powered towboat over 130 feet in length; tow consisting of 25 to 30 major items of floating plant 2) Operating tenders in transporting personnel supplies, and equipment; making and breaking up tows, and performing channel operations 3) Conducting fire, lifeboat, man overboard drills, and safety inspections 4) Conducting preventative maintenance and inspections.-- Failure to meet this Screen Out Element will result in an ineligible rating. Physical Effort: Work generally involves light physical effort. Working Conditions: Work is performed inside the pilot house and requires little physical effort. Hazards encountered include falling on slippery decks, or climbing steep stairways, and possible drowning in case of accident. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required.
