Vancouver Housing Authority Procurement & Contracts Specialist in Vancouver, Washington

The Vancouver Housing Authority is looking for a Procurement and Contracts Specialist (PCS) to join the new Procurement division. This position provides expert buying and contract support through the procurement and contract process for materials, services, supplies and equipment. This position will lead the bid process from bid specifications through the entire bid life cycle. Coordinating the processing of agency contracts, purchase requisitions, and purchase orders are additional responsibility for the PCS. A successful candidate will have considerable knowledge of the administration of contracts, negotiations, and the bid life cycle, the request for proposal process and procedures, the relationship between procurement transactions and accounting, and the importance and consideration of time and its impact on procurement. Education/Experience: Bachelor's degree in business, accounting, finance, or related field; Five years of increasing responsibility related to the development of procurements, project management, and/or contracts. Experience with construction procurement or in a government or non-profit a plus. CPPB or CPP is strongly preferred.

Pay and Benefits

  • The starting salary range of $68,024 - $74,826 per year based on experience. In compliance with the Equal Pay & Opportunities Act, the full salary range for this position is $68,024 - $104,756 per year.
  • Full-time, non-exempt position.

Requirements

  • Bachelor's degree in business, accounting, finance, or a related field and four years of full-time experience in a financial or administrative role; or
  • Associate in business, accounting, finance or related field and six years of full-time experience in a financial or administrative role; or
  • Five years of increasing responsibility related to the development of procurements, project management, and/or contracts.
  • Experience in a purchasing or procurement specific role within the governmental or nonprofit industry a plus.
  • Construction related procurement a plus.
  • Certified Public Professional Buyer (CPPB) or Certified Purchasing Professional (CPP) is strongly preferred.
  • OR in place of the above requirements the incumbent may possess a combination of relevant education and experience that would demonstrate the individual's knowledge, skill, and ability to perform the essential duties and responsibilities listed above
