The Business Systems Analyst 3 will provide high-level expertise in analyzing complex data, user needs, and system capabilities by improving existing systems, recommending software solutions, and supporting a specific team within the organization. The primary focus of this role will be on a key initiative aimed at providing valuable analysis and methodologies to optimize workflow and achieve team goals. This full-time position is located in Vancouver, WA. Conduct business transformation planning. Maintain alignment with asset strategy, asset plans, the WPDO Work Plan, and Integrated Program Review (IPR) process. Assist with the annual Mission Critical Prioritization Steering Committee (MCPSC) prioritization process of the annual work plan: In coordination with the WPDO Lead, help to develop process improvements that help inform better decision-making by the MCPSC. Process improvement areas include maturing business readiness assessments and development of various tools to support the prioritization process. Provide administration support and serve as the analyst for the WPDO requirements management tool (i.e., Contour): Gather and document requirements and maintain a backlog of customer requests. Coordinate and develop standard templates for each portfolio. Create, develop, recommend, and publish job aids and training materials, and provide training as requested. Provide administrative support and serve as the lead analyst for the WPDO requirements quality assurance tool (i.e., Team Foundation Server). Provide guidance to other analysts in analysis, planning, and execution of initiative proposals and projects. Assist with Change Management activities with the WPDO: Prepare and recommend change management plans that minimize employee resistance, maximize employee engagement, and empower senior management as change sponsors. Focus on the people side of changes introduced by the business technology project - including changes to business processes, systems and technology, job roles and skills, and organization structures. Work to drive faster adoption, greater ultimate utilization, and higher proficiency on changes impacting employees in the organization such that business results are achieved. Analyze, model, and organize information to document software requirements for development efforts, e.g., use cases and activity diagrams in adherence to organization's WPDO and System Lifecycle (SLC) standards. Help develop documentation to support software development efforts (including use cases, requirements, process maps, and desk procedures). Identify, document, and analyze current-state/"as is" and future-state/"to be" business processes, including a gap analysis.
