    Summary

    Reporting to the Director, US Supply Chain, this Front Line Leadership position is responsible for the overall performance and compliance of the Subcontracts Services Management Group. Responsibilities include the day to day management of the group, workload assignments, and alignment of resources to maximize support of Subcontracts Services. Provides guidance and recommendations to Subcontract Personnel and Management. Responsible for monitoring and maintaining full compliance of all Subcontract actions in accordance with Government Regulations, Public Law and company Policies and Procedures. This is a high visibility position often called upon to manage large subcontracts and proposal efforts in a high demand, fast paced environment.

    Essential Duties and Responsibilities

  • Lead team of Subcontract Managers (SCMs) and Subcontract Administrators (SCAs)

  • Responsible for the procurement of Subcontracts including the management of cost, schedule and performance parameters

  • Implement sourcing strategies, assesses supplier risk (including financial) and develops mitigation plans

  • Leads and directs a team of Subcontract Management professionals with focus on processes, supplier performance and execution, systems and solutions to enhance performance of job area

  • Sign supplier agreements and purchase orders within established authority.

  • Subject matter expert with comprehensive knowledge of job area and in-depth knowledge of project management

  • Manages large, complex project initiatives of substantial importance to the organization with minimal oversight or direction

  • Communicates within and outside of the organization to explain and influence changes to practices, processes and approaches

  • Makes significant improvements in processes, systems, or products

  • Provides input into new products/processes and implements operational plans that have measurable impact on business or functional results

  • Responsible for the Subcontracts Management Group compliance with applicable regulations, public law and company policies & procedures

  • Drive all aspects of major subcontract execution (cost, schedule, technical, quality) and full integration of the subcontract work scope within the program, e.g. proposals, negotiations, contract execution, etc.

  • Seamless integration of Subcontracts, Engineering, Quality, Finance, and Planning organizations in support of Program Management and Business Development

  • Serve as the lead Subcontracts focal point to Centers of Excellence within the Defense and Security Division

  • Work closely with SCMs, Program Management and Technical personnel, to support/manage high-dollar value proposals and subcontracts

  • Strategically support Program(s) and SCMs on critical negotiations and strategies development

  • Strong negotiations skills and ability to lead terms and conditions negotiations with Subcontractors

  • Work closely with Trade Compliance and provide guidance and support to the Program(s) related to correct document markings (i.e. Export Controlled, Proprietary Information, ITAR, EAR, etc.)

  • Able to work directly with Technical Team(s) to identify processes, requirements, Statement of Work improvements and propose changes, to include risk mitigation strategies with possible cost savings/avoidance

  • Strong working knowledge with Federal Regulations (FAR, DFARs, etc.) and Public Law

    Qualifications and Education Requirements

  • Bachelor’s degree in Business, Finance, Accounting, Mathematics, or other related field required, MBA preferred

  • Minimum 10 years of Subcontracts Management experience in a technical/manufacturing environment, Aerospace & Defense Industry experience and knowledge highly preferred

  • Minimum 2 years of Front Line Leadership experience in a Procurement organization, Subcontracts Management preferred

  • Ability to read, analyze, and interpret complex documents

  • Ability to respond effectively to inquiries and issues

  • Ability to generate and present effective oral and written presentations on complex subjects

  • Ability to define problems, collect data, establish facts, and draw valid conclusions

    Preferred Skills

  • Experience in a U.S. DoD environment highly preferred

  • Experience supporting Government audits, i.e. CPSR

  • Experience with Deltek CostPoint

    Security Responsibilities

Must comply with all company security and data protection / usage policies and procedures.  Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval.  All government and proprietary information will be accessed and stored electronically on company provided resources.

  • Incumbent must be eligible for DoD Personal Security Clearance.

    Due to U.S. Government contract requirements, only U.S. citizens are eligible for this role.

    Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

  • Ability to be onsite 3-4 days week.

  • Ability to work overtime as needed.

  • Ability to sit at a computer for long periods of time.
