Biology Department Manager

POWER Engineers, Inc. is seeking a Department Manager for our Environmental Team. The position may be staffed on-site in our office location in Tulsa, Oklahoma. Remote opportunity is available from within the State of Oklahoma and the candidate must be able to travel to the POWER office for periodic meetings. The Department Manager will be responsible for overseeing business operations and staff within the south-central U.S.

Job Summary of Roles and Responsibilities

The successful candidate will be responsible for leading staff, managing department operations and financials, and ensuring projects are executed in accordance with the client’s requirements and scope of work. The Department Manager is responsible for the overall strategic direction of biological services in the region, including developing and expanding market segments through services, client management, business development, personnel resource management, and safety oversight. This leadership position will work with other managers within the Environmental Team and Company to support overall corporate initiatives.

In this role, you will support and help grow our environmental project teams focused on transmission lines, renewable energy, oil and gas pipelines, environmental surveys, NEPA analyses, and permitting services. The Department Manager will oversee the preparation of proposals and cost estimates provided to clients to ensure proper scoping of services, availability of staffing, and appropriate pricing to achieve desired profitability. The candidate should have an established and successful history of managing teams and major infrastructure projects.

Essential Role and Responsibilities

  • Prepare and execute the department's annual business plan for the Department

  • Oversee and manage the success of the key department metrics of revenue growth, staff chargeability, project billing and collections, and project profitability

  • Manage teams across a multi-state region

  • Be familiar with project risk(s) and how to mitigate risk for the Company.

  • Responsible for the preparation of proposals and cost estimates with varying degrees of complexity

  • Lead safety efforts for the team and ensure the team follows safety rules and guidelines. Responsible for creating and modeling a safe work environment; demonstrates safety practices. Promote pre-task safety planning for all projects

  • Promote continuous quality monitoring and improvement on projects. Monitor quality standards and practices

  • Plan for and participate in business development activities to identify, develop, win, and execute project opportunities and build and maintain client relationships

  • Model a strong work ethic and commitment to POWER’s culture

  • Demonstrate strong leadership skills and the ability to lead by example

  • Ensure proper quality assurance and quality controls (QA/QC) for all services performed by the Department

  • Adherence to company policies and procedures

  • Recruit great talent, while assuring they are compatible with POWER's culture

Required Education/Experience

  • B.S. and/or M.S. in Biology, Ecology, or related field

  • 15 or more years of experience in environmental/biological consulting in the utility or energy industry, including transmission, renewables, power generation and/or natural gas transmission experience

  • Experience managing staff, projecting workloads, and scheduling work

  • Strong analytical and problem-solving skills

  • Attention to detail and commitment to quality and professionalism

  • Excellent written and oral communication skills

  • Experience with MS Project and document production software

  • Understanding of NEPA, and federal and state permitting process

  • Substantial knowledge and hands-on experience with Clean Water Act (CWA) and Endangered Species Act (ESA) regulations in the south-central U.S. Work may also extend throughout other regions of the U.S.

  • Must be willing and able to travel throughout the region with potential travel throughout the U.S.

  • A demonstrated technical competence and project experience in natural resource fields applicable to industrial siting and licensing or environmental permitting projects
