Job Summary

We are currently recruiting a talented and passionate individual for our *Resident Services Program Manager -- Workforce Development *position who will serve Housing Choice Voucher (HCV) and Public Housing residents in King County.

Under the general supervision of a Senior Resident Services Manager, the Program Manager will lead a team of dedicated Family Self-Sufficiency (FSS) Coordinators. The Family Self-Sufficiency program coaches and mentors families to attain economic independence and reduce dependency on subsidies, including rental subsidies. The incumbent will be responsible for overseeing, hiring, training, evaluating, and supporting the FSS team, as well as overseeing program growth, and monitoring and reporting program performance. The Program Manager position will be based at our Central Office in Tukwila, WA.

Essential Functions

The Resident Services Program Manager -- Workforce Development:

  • Supervises, coaches, mentors, and assists team members to ensure their goals and objectives are being met; conducts regular 1:1 check-ins to review workload, accomplishments, concerns, and to provide on-going feedback; completes annual performance appraisals; assists team members with difficult client situations and technical issues with the various program tools and software; responds to complex program participant situations.
  • Manages program goals and objectives by assigning and directing work to team members; reviews, inspects, and approves work of team members.
  • Evaluates and analyzes program processes and procedures; makes adjustments and policy recommendations as needed; reviews and updates program standard operating procedures (SOPs); conducts research on best practices for program improvements and implementation; assists with program planning and visioning.
  • Builds and monitors reports for program analysis; creates program reports and other materials for a variety of communication purposes.
  • Tracks program data and other information to ensure grant compliance and program goals/objectives are being met; interprets HUD rules, regulations, policies, and procedures; ensures program is in compliance; manages grant agreement and budget to ensure compliance; works with finance team to ensure compliance.
  • Support department and KCHA-wide initiatives and work plans; attends a variety of management/leadership meetings.
  • Hires and trains new staff; creates an onboarding plan to ensure proper orientation of new staff.
  • Seeks, maintains, and builds relationships with local organizations that leverage program efforts; manages program's partnership coordinating committee.
  • Collaborates with KCHA colleagues to promote program participation and access.
