    ABOUT THE GIS DEVELOPER - CITYWIDE

The GIS Developer with citywide support is responsible for designing, developing, and GIS applications and solutions to support the diverse needs of our organization. This position works closely with various departments to deliver innovative GIS solutions that enhance operational efficiency, decision-making, and data analysis.

ABOUT THE GIS DEVELOPER - PUBLIC SAFETY

The GIS Developer supporting Public Safety serves as the point of contact for all Public Safety GIS resource needs and acts as the content expert for GIS data in Computer Aided Dispatch systems. This position represents Thornton’s Public Safety interests in regional data efforts and coordinates with GIS operations located in other departments.

GENERAL SUMMARY

Under specified supervision, performs complex work documents, coordinates, plans, installs, implements, tests, and maintains databases and applications related to the Geographic Information System; performs computerized mapping and analytical functions; performs a broad range of application development and business process analysis and provides GIS customer service and support for the City.

ESSENTIAL FUNCTIONS

(Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics. The list of tasks is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and tasks performed by positions in this class.)

Provides a variety of GIS data modeling, conversion, maintenance, quality assurance and documentation.

Ability to perform basic ArcGIS server and ArcServer administration, as well as basic server management.

Takes ownership and stewards the ArcOnline environment to promote consistency and quality.

Customizes web applications with custom coding for widget tools, data analysis and appearance.

Utilizes multiple API’s for web development and communicating with multiple enterprise solutions.

Performs routine database maintenance (SQL) while cleaning up orphaned records in SDE.

Creates, manages and documents data base design and administration.

Ability to utilize SQL (SQL Server Management Studio) data analysis for data representation.

Develops, manages and documents custom workflows to integrate with current city applications.

Develops, manages and documents custom automation tasks to copy or move data to and from various database tables.

Documents methodology and data sources used in the creation of spatial data, map services, web applications and automated tasks.

Assists in the design and maintenance of data systems to interface with GIS and the CityView data system.

Provides technical training, support and troubleshooting for all city web map applications.

Ensures the GIS products (data, maps, webmaps, applications and services) are up to date and in compliance with established policies, procedures and standards.

Familiarity with out of the box ESRI web applications.

Performs limited data maintenance, research and mapping analysis.

Participates in a team environment to assist and recommend methodology to create special studies; projects and reports where GIS spatial accuracy and expertise is needed.

Participates on intra- and inter-departmental committees working on data and mapping systems for the City.

May exercise functional supervision over assigned staff as needed.

The position is on call during upgrades, emergency events and in scheduled instances may perform duties off regular working hours.

Performs other duties as assigned.

QUALIFICATIONS

Education/Experience:

Bachelor’s degree in GIS, Computer Science, Urban Planning/GIS emphasis or related field from an accredited college or university; six years of experience in advanced computer mapping using ArcGIS, ArcGIS Online, ArcServer and/or SDE working environments. Working knowledge of database design, data modeling, administering ArcGIS Organizational accounts and maintaining custom web and webmap solutions. Experience in Model Builder and programming using Python. For the GIS Developer - Public Safety: Experience with Computer Aided Dispatch mapping strongly desired.

Licensing/Certification Requirements:

May need the ability to travel to various locations in a timely manner as the job requires.

Knowledge, Skills and Abilities:

Knowledge of the policies, procedures and goals of the city of Thornton and the department.

Knowledge of the general operations of city departments.

Knowledge of city of Thornton purchasing policies, goals and procedures.

Skill in administration of computer mapping programs as required including ArcMap, ArcServer, SDE database technology, ArcGIS for Desktop, ArcGIS Pro, ArcGIS Online, and ArcGIS Extensions to a sufficient level of expertise to create, manage and maintain complex spatial data, services and performance.

Skill in effectively diagnosing and fixing system or programming problems and developing alternatives.

Skill in the use of database programs and methods of importing and exporting data to a geographic information system, and ability to utilize this data in creating maps.

Skill in documenting methods used to create scripts, models, and system configuration.

Skill in developing both internal and external data sources and in maintaining and using databases and database programs.

Skill in all programs used in creating and manipulating databases and producing reports including Access, Excel and Word or equivalent programs.

Ability to comprehend and apply municipal mapping requirements in terms of the types of data collected, managed and displayed, and the policy issues related to the distribution and release of such data.

Ability to comprehend project goals and requirements and to make recommendations on approaches to be used in attaining these goals and objectives.

Ability to perform analysis of project goals and requirements in order to select data sources and develop appropriate mapping methods and graphic displays.

Ability to assist the public, staff members, and others in using mapping resources.

Ability to use materials and equipment used in accomplishing work assignments including computers, large format color plotters, and other office equipment.

Ability to listen well and communicate effectively orally and in writing with various audiences.

Ability to establish and maintain effective working relationships with city employees, consultants, other agencies and the general public.

While performing the duties of this job, the employee is regularly required to sit, demonstrate manual dexterity, talk, hear, and see. The majority of work tasks are performed in an office environment. Work tasks performed under field conditions may involve walking over rough terrain, and visually checking land uses and property characteristics.
