The Specialist, SCM Governance will be part of the Supply Chain Management Governance and Training team in The Woodlands, TX managing both short and long term planning as well as in controlling program execution while ensuring compliance with company policies and procedures. This will be done by working closely with the Assets, Plants and Operational Support groups to gather, analyze and reconcile all necessary data to allow execution of these plans. 

Key Responsibilities:

•    Support daily activities of the program, including the development, implementation, monitoring, and documentation of fraud prevention and detection measures that closely align with our organization's goals, risk profile, and values.
•    Contribute to the enhancement of SCM’s compliance monitoring capabilities including the continuous identification, development, and implementation of monitoring controls throughout the entire Procure-to-Pay process, and other internal processes, as required.
•    Lead the SCM efforts around the cross-function Contract Compliance Program. This includes working with key stakeholders to identify potential suppliers / contracts for audit, monitoring the process and escalating issues to appropriate levels within the function, and communicating findings function wide via dashboards and trainings. 
•    Collaborate closely with Supply Chain leadership, Corporate Compliance & Ethics, Internal Audit, Accounts Payable, Global Supply Chain Systems, and other key stakeholders and functions to understand their requirements and provide expert guidance to enhance SCM compliance and manage risk to an acceptable level.
•    Lead the development of a SCM Compliance dashboard with Key Performance Indicators (KPIs) and other metrics to monitor the function compliance and effectiveness established controls.
•    Lead the development of a reporting and documentation process for findings, escalating critical issues and recommending corrective actions to mitigate risks.
•    Assist with Procurement Card Program as needed, ensuring compliance with established PPSG’s.
•    Identify training gaps and process improvement opportunities and propose strategies and solutions to address them.
•    Stay current with changes in regulations, internal PPSGs and reporting requirements, to ensure full compliance and recommend optimized procurement practices.
•    Prepare and submit necessary compliance reports to management in a timely and accurate manner.
•    Establish and maintain strong relationships with internal stakeholders to foster a collaborative environment that focuses on continuous improvement.
•    Address SCM compliance-related inquiries and other requests, ensuring a transparent and fair resolution process that upholds the highest ethical standards.

Qualifications

Required: 

•    Bachelor’s degree in supply chain management, business, or related technical/analytical field.
•    Minimum three years of experience in supply chain or audit related roles. 
•    Strong understanding of supply chain business processes (e.g., sourcing, contract management, payables process, technical and commercial evaluations, vendor performance, etc.) ….
•    In-depth knowledge and understanding of the Procure-to-Pay process and related risks and controls. 
•    Proficient skills in SAP S4HANA, Ariba, Microsoft Word, Excel, PowerPoint, and Outlook.
•    Experience in Spotfire, PowerBI, or other data analytic and dashboarding tools.
•    Proficient in analyzing complex data, making informed decisions, and implementing effective strategies based on results or recommendations from analysis.
•    Outstanding communication and interpersonal abilities to collaborate effectively with internal teams and external stakeholders. 
•    Ability to work independently and complete multiple projects simultaneously.
•    High attention to detail and an unwavering commitment to maintaining the highest ethical standards in all activities.

Desired: 

•    Passionate for driving compliance and standardization of controls and processes. 
•    Oil and gas industry procurement and contracting experience. 
•    Certification in procurement, such as Certified Professional in Supply Management (CPSM) 
•    Strong project management skills
•    Experience using statistical analysis reporting tools.
•    Proficient in master data management principles and governance tools.
