Job Description Summary

You are part of the GPS Asia Projects Sourcing team and assist/support specific projects, the management and timely delivery of all direct procurement of major Power Plant Equipment’s. You are a member of the Sourcing team and reports in the project team directly to the Project Manager/Project Director. You would be the main point of contact in the project for all matters related to procurement and will liaise as with all sub-functions within the Sourcing department.

Along with Project Procurement activities, You will also support Project Tendering requirements on providing sourcing inputs to tendering in terms on budgeting and equipment’s costings and facilitate the team in winning the tenders

Job Description

Role and Responsibilities

  • Ensures a smooth hand-over of Supply Chain Management related scope between Tender Team and Project Execution Team

  • Reviews and updates the purchasing strategy (i.e. Top Ten List, Engineering & Procurement plan) and the project specific sourcing concept (Procurement Concept)

  • Verifies PCDB (Plant Cost Data Base), DOW (Division of Work) and ensures consistency between sourcing concept and project documents

  • Provides inputs on Master Time Schedule on timely delivery and transportation lead times

  • Establishes the Master Procurement Schedule

  • Understands the commercial part of the EPC contract and issues the Project Related Purchasing Conditions

  • Ensures that suppliers meet all contractual requirements

  • Ensures that Supplier Monitoring has established the supplier monitoring-concept

  • Updates Vendor List and ensures Client’s approval in close collaboration with Project engineering

  • Coordinates on-shore and offshore procurement activities

  • Controls timely issuance of the purchase orders within budget

  • Supports Buyers in relation to the complete and on-time delivery of the technical specifications through the engineering department

  • Takes care of contract claim management

  • Releases purchase orders

  • Supports Buyers in invoices release, warranty, and bonds management, as well as in the most prominent order negotiations (high value; critical contract set-up)

  • Provide inputs for weekly meetings with the participation of Quality Coordinator, Lead Engineer, Scheduler, Material Logistics, etc. who interface with the function of Supply Chain Management

  • Is in charge to establish the monthly Progress Report, Cost Summary Sheet, and Claim Summary

  • Ensures compliance with the Quality and EHS rules from the project, business, sector and corporate within the Project

  • Ensures On-time Delivery of BOP equipment’s at customer site or as specified

Qualifications/Requirements

  • Bachelor Degree level qualification, preferably in Engineering from an accredited university/college;

  • Demonstrated experience in Procurement Management in a project environment;

  • Experience in project and/or program management is an added advantage;

  • At least 10 years of experience in a functional or operational role and 3 years in a managerial role in a technical project environment preferably in the Power industry;

  • Advanced MS Office Skills e.g. Microsoft Excel;

  • Fluent in English communication ;

  • Office based with regional travel required .
