Project Kuiper is an initiative to launch a constellation of Low Earth Orbit satellites that will provide low-latency, high-speed affordable broadband to unconnected and under-connected communities around the world.

This is a unique opportunity to assist in the development of a global broadband satellite communication system and make a difference in bridging the digital divide.

Key job responsibilities

The Regulatory Affairs Engineer will develop detailed analysis products and strategies to enable Kuiper’s use of radio frequency spectrum and satellite orbits. Functions include:

• Developing and executing technical and advocacy strategies to support Kuiper ITU objectives;

• Developing tools and analyses to support ITU study initiatives, international and domestic regulatory meetings, and the technical foundations for international and national satellite filings and license applications;

• Participating in ITU study groups, Regional Telecommunications Organizations, and other multilateral and regulatory bodies to advance the strategy for enabling and protecting Kuiper’s use of radio frequency spectrum and satellite orbits;

• Analyzing information related to satellite filings, status of satellite spectrum allocations and relevant sharing studies;

• Anticipating spectrum and regulatory needs and engage with the Kuiper satellite and architecture design teams, licensing teams, coordination teams, and legal teams to communicate spectrum and regulatory considerations as they relate to system objectives

• Excellent communication skills with the ability to identify tradeoffs, risks, and opportunities; remove bottlenecks; and establish mechanisms to speed progress.

The ideal candidate has experience serving as a member of national delegations to ITU meetings, knowledge of the ITU Radio Regulations and domestic Satellite Regulations in the Asia Pacific region, knowledge of communications satellite architectures and link budgets, and experience in developing sharing studies between telecommunications services. Additionally, the candidate must have the ability to effectively communicate solutions to complex technical problems and advocate before regulatory and multilateral bodies.

This position is in Sydney, Australia; Some travel, both domestic and international, will be required.

A day in the life

The Senior Spectrum Engineer employs their expertise to develop and execute strategies for improving, enabling, and protecting Kuiper’s use of radio frequency spectrum and satellite orbits. The Senior Spectrum Engineer will develop analysis and simulations to model the Kuiper network, demonstrate compliance with international regulatory requirements, analyze and propose frameworks for spectrum and orbit use internationally, and determine sharing opportunities for co-existing with other providers of satellite services as well as with telecommunications services that use our frequency bands. You will develop, present, and defend technical studies and execute the strategy in ITU study groups, Regional Telecommunications Organizations, and other multilateral and regulatory bodies. You will work closely with the satellite and communications systems design teams and coordination teams, and business teams to ensure that the Kuiper technology, business, and regulatory roadmaps are aligned. The ideal candidate has knowledge of satellite systems and the applicable Radio Regulations, Rules of Procedure, and ITU-R Recommendations and experience conducting sharing and interference analyses.

About the team

The Global Regulatory Affairs team is responsible for enabling and protecting Kuiper’s use of radio frequency spectrum at home and abroad, defining and leading the Project Kuiper regulatory agenda. The team operates worldwide, engaging with the International Telecommunication Union (ITU) and regional organizations, coordinating the use of spectrum with other operators, gaining country access, and promoting safety in space. The Global Regulatory Affairs team is also responsible for licensing and collaborates with associations, government agencies, and other satellite operators in order to advocate for rules and regulations in the best interest of our customers. This team works in close collaboration with the Kuiper technical design and business teams to optimize for spectrum sharing and customer experience as well as with Amazon’s public policy and legal teams to enhance the overall regulatory strategy.

Basic Qualifications

Basic Qualifications

• Bachelor’s degree in Electrical Engineering or related discipline (telecommunications)

• 5+ years of experience in satellite communications and/or spectrum management

• 3+ years of experience performing satellite system, communication system, spectrum management or data analysis related to analyzing the performance of communication systems

• Experience in the application of the ITU Radio Regulations

• Experience in developing technical studies and advancing proposals within regulatory and multilateral bodies

• Strong analytical, problem solving and communication skills

Preferred Qualifications

• Master’s degree in Electrical Engineering or related discipline (telecommunications)

• Experience analyzing satellite communications systems in non-geostationary orbit

• Experience in ITU regulations related to satellite communications systems in non-geostationary orbit

• Experience developing in-house tools and products for analysis of satellite communication systems

• Knowledge of domestic regulatory frameworks applicable to satellite systems in the Asia Pacific region
