Purpose/Introduction

Chevron Phillips Chemical Company is seeking a Project Engineer/Specialist to join our team at the Sweeny/Old Ocean Facilities located in Sweeny, Texas. This position will manage capital improvement and maintenance expense projects at the Sweeny/Old Ocean facilities using the Chevron Project Development and Execution Process (CPDEP). The Project Team at Sweeny currently manages projects up to ten million dollars with the majority of the projects routinely in the five hundred thousand to two-million-dollar range

Responsibilities

  • Build and manage an integrated project team that includes all stakeholders to achieve the projects objectives using the CPDEP process from project creation through project close out.

  • Manage the development, approval, and implementation of all CPDEP deliverables and project required documents.

  • Manage and control the development of the project scope per the approved Guidance Review Team (GRT) project boundaries and objectives.

  • Manage the vetting and justification of all scope changes and adherence to the Change Management Process.

  • Lead the development and presentation of each phase gate review with the project (GRT).

Responsibilities (continued)

  • Management of the project schedule and budget to meet the project objectives and milestones that include:

  • Development of project cost estimates and completion of cost estimate reviews with project leadership and cost estimate Subject Matter Expert (SME)

  • Development and submission of all requests for quotes and requisition packages.

  • Review of vendor proposals with project team and selection of preferred vendor

  • Provide accurate monthly cost forecast and weekly schedule updates to stakeholders for all assigned projects

  • Development and submission of Authorization for Development (AFD) and authorization for Expenditure (AFE).

Responsibilities (continued)

  • Provide oversight for all engineering and design activities and facilitate the review and approval of all documents for adherence to design and safety specifications.

  • Manage the development and implementation of all training, procedures, and equipment records updates required for the project.

  • Develop and implement a communication plan that facilitates good communication with the project team and all stakeholders throughout all phases of the project.

  • Provide oversight and work with the construction manager to ensure that field installation is performed in accordance with all safety polices, standards, and per the IFC package.

  • Review, approve / reject, and track all field installation changes and the associated cost and schedule impact to the project

  • Coordinate and participate in all PSSR meetings and verification that all pre and post startup MOC items are completed.

  • Provide commissioning and start-up assistance to operations

  • Completion of all project closure documentation including lessons learned, project cost evaluation, and business system closure in SAP.

Required Qualifications

  • Bachelor's degree in engineering or construction management with at least 3 years of experience working in a petrochemical plant or refinery OR High School Diploma/GED with 10 years of in-plant project management experience.

  • A strong personal commitment to safety along with strong leadership skills and the ability to coordinate multi-disciplined teams.

  • Good written and verbal communication skills, strong organizational skills and the ability to manage multiple tasks and projects in various stages of implementation.

Preferred Qualifications

  • Experience managing projects with a TIC greater than $2MM.

  • Experience in project controls, cost estimation and SAP.

  • Knowledge of industry design codes and practices.

  • Experience with scheduling and planning techniques, terminology and software.

  • Experience with CPDEP or another project management process.
