Minimum Qualifications A bachelor’s degree AND seven years of progressively responsible management experience in a transportation settingOR Ten years of the above-mentioned experience.

Duties Description The Thruway Division Director will direct, manage, oversee, and administer all Thruway Authority (Authority) programs within the geographically defined New York Division; ensure the effective, efficient, and economical management, operation and maintenance of the Thruway and is consistent with policies, laws, orders, procedures, and organizational priorities; represent the Authority (Board, Chairperson, Executive Director, Chief of Staff, and/or the Deputy Executive Director of Operations) in all matters related to Division programs including planning and development, design, construction management, highway maintenance, bridge maintenance and inspection, facilities maintenance, environmental compliance, equipment maintenance, intelligent transportation systems, inventory management, toll and electronic equipment maintenance, traffic operations, real property management, and service area management. Specific duties may include but may not be limited to the following:Direct and evaluate all of the Division's activities to ensure a coordinated effort and the successful and timely accomplishment of Authority responsibilities including management and direction of the Division's Capital Program. Act as principal representative of the Authority Boards, the Chairman, the Executive Director, and the Deputy Executive Director in a Division.Act as liaison with Federal, State, and Local entities,as well as public and private organizations relative to Authority matters.Represent Authority interests with Federal and State elected representatives, members of the State Legislature, other State and Local officials, other transportation entities, representatives of civic or other groups, and the general public on matters involving Authority functions in the Division.Initiate and maintain effective communication links with the general public residing within the Division on a variety of matters.Direct functional managers in their communication with State and Local officials, as well as the general public.Review and approve detailed work plans prepared by program managers to effectively implement the established broad work plan for the Division by the Boards, Chairman, and Executive staff. Direct Division operations to ensure conformance with established policies, standards and procedures, cost control practices, and adherence to work schedules.Utilize tools, techniques, and processes fundamental to effective management, including operations research, cost accounting, work measurement, and performance standards.Perform the full range of supervisory duties.Shift workforce and equipment resources when warranted to accomplish assigned responsibilities.Ensure proper and effective use of Authority resources within the Division.Identify needed changes to the Authority's prescribed Division action plans with its attendant major goals, objectives, priorities, and general time schedules and advise Executive Staff of proposed changes.Monitor compliance with the Authority's Environmental Action Plan, as well as State and federal laws, rules, regulations, policies, and procedures governing Division operations. Monitor Division activities to ensure that the work environment remains safe and free of hazards.Direct the ongoing activities of all necessary administrative and support units within the Division which provide a variety of administrative and fiscal services.Ensure the continual review of the Authority's Emergency Response Plan within the Division. Continually reviews property management within the Division.

Employees with less than 165 days may be eligible for a prorated incentive payment.Health insurance opt out program is available, eligible employees will receive compensation for participating in this program.Sick Leave at Half Pay eligibility if requirements are met.Sick Leave is credited at the rate of one-half day each biweekly pay period up to a total of 165 days.Paid Family Leave benefit, which provides job-protected paid time off for covered family leave.Disability Benefits Program which provides disability benefits for an off the job injury or illness.Membership in the New York State and Local Retirement System, as well as optional enrollment in the NYS Deferred Compensation Plan.Tuition Assistance Program which reimburses 90% of tuition costs for approved courses up to 15 credit hours per year.New York's 529 College Savings Program which provides New York families with a tax-advantaged way to save for college.Flexible Spending Program, which allows employees to set aside pre-tax payroll deductions for eligible health care and dependent care expenses.Employees with 20+ years of State/Authority service may receive up to an additional five days of vacation leave accruals annually.Longevity Pay: Employees with five years of satisfactory service at or above the maximum salary of their grade will be eligible to have salary advanced to the First Longevity, 10 years of satisfactory service will advance to the Second Longevity, and 15 years of satisfactory service will advance to the Third Longevity.
