The Louisiana Department of Revenue (LDR) is responsible for fairly and efficiently collecting state tax revenues to fund public services, to regulate charitable gaming and the sale of alcoholic beverage and tobacco, and to support state agencies in the collection of overdue debts. Collectively, each program, unit, division and group work together to provide the core services to taxpayers of the State of Louisiana and stakeholders of the agency. LDR is comprised of the following groups: Tax Collection, Charitable Gaming, Alcohol and Tobacco Control (ATC), Debt Recovery, and Louisiana Tax Free Shopping Commission.

The Office of Alcohol & Tobacco Control (ATC) is responsible for overseeing the alcoholic and tobacco industries within the state. The office is comprised of four divisions: Administrative, Business, Legal and Enforcement.

Duties include, but are not limited to:

  • Manages daily operations of the Special Operations Unit, which conducts complex investigations, enforcement operations and the storage of evidence. Manages operations of financial investigations.

  • Participates in planning and developing agency goals, policies and procedures. Advises the Commissioner on current enforcement issues.

  • Reviews current policies and established procedures, and develops updates as needed.

  • Acts as liaison to partner agencies, such as Louisiana State Police. .

To be considered for the ATC Agent 5 position, individuals must possess an active P.O.S.T. certification.Applicants who possess a current P.O.S.T. should attach their certification at the time of application.

VACANCY INFORMATION:

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Six years of experience in active military service or in law enforcement.

SUBSTITUTION:

A baccalaureate degree will substitute for four years of the required experience.

College coursework will substitute for a maximum of four years of the required experience on the basis of thirty semester hours for one year of experience.

NECESSARY SPECIAL REQUIREMENTS:

Must have attained twenty-first birthday at time of application.

Possession of a valid Louisiana driver's license at time of appointment.

Willingness and ability to handle and carry firearms.

Active POST certification and annual in-service training standards certification.

An applicant who has been convicted of a felony or who is under indictment on a felony charge will be disqualified until relief from the disabilities imposed by state and federal laws are granted.

NOTE:

This job has special physical requirements in that it requires strenuous physical exertion of the incumbent for such activities as climbing, squatting and kneeling; lifting and carrying heavy objects; walking long distances; standing for prolonged periods; crouching or crawling in restricted space; and running. It also requires the ability to work outdoors in all weather conditions and to operate both on-road and off-road motorized conveyances.

NOTE:

Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Commission on Higher Education; the New England Commission of Higher Education; the Higher Learning Commission; the Northwest Commission on Colleges and Universities; the Southern Association of Colleges and Schools; and the Western Association of Schools and Colleges.

JOB DISTINCTIONS:

Differs from ATC Agent 4 by the presence of managerial responsibility for a section within the Enforcement Division.

Differs from ATC Agent 6 by the absence of full administrative responsibility for all sections of the Enforcement Division.

Examples of Work

May assume the duties of the ATC Agent 6 in his absence.

Investigations and Special Services Section:

Assists the ATC Agent 6 in the management of the investigative activities related to the Responsible Vendor programs, alleged illegal direct shipments of untaxed alcoholic beverages, sales shipments of untaxed tobacco products, etc.

Assists in the management of the budget planning, training, and fleet management functions related to the field certification and enforcement programs.

Determines, plans and coordinates periodic schooling in new policies and procedures and/or re-qualification in the use of firearms and self-protection for all Alcohol Tobacco Control Agents as prescribed by the Assistant Secretary.

Prepares reports for the ATC Agent 6 as requested.

Compliance and Inspection Section:

Assists the Alcohol and Tobacco Control Agent 6 in developing enforcement procedures and assures their proper execution.

Coordinates with local, state, and federal law enforcement to plan and execute high-risk enforcement actions and to conduct under age compliance operations. Supervises the execution of search and arrest warrants.

Interprets Title 26 Beer and Liquor Statutes for local issuing agencies, district attorneys, other law enforcement agencies, etc.

Supervises complex under cover investigations of alleged Title 26 violations.

Appears and testifies before Alcohol Tobacco Control hearings or in courts of law.
