Job Summary

This position exists to supervise the activities and resources of the Wastewater Services Unit, providing implementation oversight and strategic direction to the unit’s work, which sits at the intersection of water quality standards, permitting, compliance, and enforcement. Partnering with the Effluent Limits Unit and in support of the National Pollutant Discharge Elimination System (NPDES) program, the Wastewater Services Unit focuses on coordinating processes for effluent limits development in permits, data management of NPDES permits and compliance and enforcement activities, and innovative and strategic approaches for difficult to treat pollutants. The position directs the development, delivery, and continuous improvement of work within the unit and provides support and assistance to the Managers within the Water Assessment, Municipal Wastewater, and Industrial Water and Mining Sections in order to meet the water quality goals and objectives of the agency.

Minimum Qualifications

One (1) year of supervisory experience in environmental protection/pollution control;

OR

Two (2) years of advanced professional experience in environmental protection/pollution control. Examples for internal candidates – (Environmental Specialist 4, Planner Principal, Hydrologist 2, Engineer 2 Graduate, Research Scientist 2, or related classes).

OR

Three (3) years of environmental experience performing work equivalent to an Environmental Specialist 3 level or senior level work directing, designing AND developing criteria for permits, enforcement, negotiation, or environmental programs.

OR

Equivalent combination of the above.

Preferred Qualifications

A working understanding of federal and state laws and program requirements, particularly the federal Clean Water Act and federal and state NPDES/SDS program requirements.

A working understanding of water quality standards, effluent limits, watershed dynamics, and wastewater treatment technologies.

Knowledge of research and data science methodologies and a working understanding of environmental and regulatory data and MPCA and EPA data systems.

Strong communications skills to include listening and ability to effectively communicate through verbal and written means.

Leadership skill sufficient to effectively supervise, coach, train, motivate, and lead staff and teams through complex problem solving, permitting decisions, and policy development and implementation.

Accomplished project management and organizational skills to guide and direct effluent limit development and review for wastewater permits while supporting staff.

Skills to guide and support others through collaborative problem-solving and conflict resolution, especially with external parties and stakeholders.

Ability to develop and maintain effective working relationships with unit staff and other staff and leadership in the agency.

Physical Requirements

Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.

Additional Requirements

Position duties may require travel but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver’s license checked prior to operating a state vehicle.
