In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. The Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

The Department of Children, Youth, and Families (DCYF) is excited to announce that we are hiring a Labor Relations Manager. The Labor Relations Manager will contribute to DCYF mission, vision, and objectives. In partnership with our Human Resources Director (HRD4) you will:

  • Manage the work unit

  • Instruct, and train direct and indirect staff,

  • Ensure that other human resource staff in the department receive development opportunities and experience in LR consulting, employee relations, and investigative standards and best practices.

Minimum Qualifications

  • Supervisory or other leadership experience

  • Team lead, project lead, or experience consulting on performance management and coaching AND one of the following:

  • Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI)

  • Completion of a similar or equivalent leadership development program through another organization

  • A paid or unpaid position leading a program or chairing a board or committee.

  • This experience must also include: 1+ years of identifying issues, goals, and strategic actions

  • 100+ hours per year time commitment

AND

5 years of related labor or employee relations experience, including experience in collective bargaining negotiations, contract administration and interpretations, conducting investigations, writing investigative reports, and hearing and responding to grievances.

  • Demonstrated leadership experience including skills in conflict management and consensus building with diverse groups to solve sensitive problems and management skills to analyze and resolve ambiguous or controversial situations and make difficult situations.

  • Experience developing collaborative working relationships with employees, management, and unions.

Preferred Qualifications

  • Must have a variety of experiences working effectively with others from different backgrounds and cultures.

  • Leadership experience in human resources or labor relations at the State of Minnesota or other government sectors.

  • Experience in investigative principles and techniques for conducting employee investigations and in assessing and recommending appropriate corrective action to management.

  • Experience with the State of Minnesota’s personnel system, policies, administrative procedures, and state and federal laws.

  • Master's Degree in Human Resources or related field as determined by the agency.

  • Juris Doctorate
