The Director of Property Management provides effective leadership working closely with the Regional Managers and other staff to ensure that the properties are fiscally sound, and the communities are well managed and maintained so as to provide a quality home and excellent resident experience. The Director develops a skilled and qualified team, works effectively throughout the organization, and maintains relationships with residents, government agencies, investors, funders and partners. They will proactively identify areas for improvement and implement processes and procedures to advance the mission of the company. ESSENTIAL FUNCTIONS LEADERSHIP & SUPERVISION OF STAFF (30% of Time) Provides leadership and guidance to property management and is responsible for creating a team culture and implementing practices to achieve shared accountabilities. Build a strong team and manage, mentor and coach direct reports to meet department objectives. Model and expect excellent communication between properties, partners, and the central office. Assures site staff receives updated training regularly to ensure proficiency and skill building. Coordinates with colleagues internal and external to CBC to identify trends and areas for improvement. Promotes and supports that CommonBond is a shaper of and a contributor to solutions that address the most urgent housing and services-related needs of society and individuals. Works collaboratively with the Executive Vice-President of Housing and Services and other staff to prepare annual operating and capital improvement budgets for all properties and ensures timely completion and submission to regulatory agencies, partners and investors. Represents the department and organization to public agencies, the community, funders, lenders, and other interested parties. PROPERTY MANAGEMENT (30% of Time) In consultation with the Housing and Services Leadership Team, guide the implementation of CommonBond's property management, facilities and maintenance, and compliance activities through assigned portfolio of staff and properties. Coordinates the implementation of initial marketing and lease-up efforts for new properties ensuring that all units are leased in compliance with all regulatory agreements. Summarizes current concerns and create plans of action for improving performance. Provides written analysis as needed and as requested. Stays abreast of occupancy trends and adjusts as necessary to maintain 98% physical occupancy and 96% economic occupancy in the portfolio. Leads in developing new operating procedures and ensures compliance by the property management staff. Oversees and manages third-party property management contracts with public and private agencies. Develop, coordinate, communicate and adjust operating plan/management plans as needed to ensure budgeted goals are met. FINANCIAL PERFORMANCE (20% of Time) Develop and monitor budget for areas of oversight including close collaboration with Resource Development, Asset Management, and Finance on new revenue sources, and meeting revenue and expense goals. Works collaboratively with the Leadership team to prepare annual operating and capital improvement budgets for all properties and ensures timely completion and submission to regulatory agencies, partners and investors. Assist managers in building budgeting and financial management skills. Provides Regional and Property Manager with direction to achieve financial performance goals; actively maintains budgetary control and restraint. Monitor financial performance of assigned Housing and Services portfolio and department overall; actively maintains budgetary control and restraint and an on-time submission of reports, payables, etc. COMPLIANCE (20% of Time) Negotiates, reviews and abides by all terms of the management agreements Ensures accurate, thorough and timely reporting and promotes and maintains positive relations with all state agencies, tax credit sub-allocators and the US Department of Housing and Urban Development. Monitors compliance with HUD rules and regulations. Ensures compliance with building fire and safety codes. Stays abreast of and complies with all state tenant/landlord laws. Ensures compliance with all CommonBond Communities policies and procedures. Ensures compliance with all federal, state, and local laws pertaining to fair housing, ADA, all physical requirements, including but not limited to pool rules, fencing, lighting, etc. MINIMUM REQUIREMENTS Ensures compliance with all federal, state, and local laws pertaining to fair housing, ADA, all physical requirements, including but not limited to pool rules, fencing, lighting, etc. Excellent personnel management skills such as ability to recruit, motivate and supervise a large, diverse team focused on results. Four-year college degree required or 6 years' experience in affordable housing. 5 years' of experience managing and supervising staff at multiple multi-family sites. An entrepreneurial and creative approach to problem solving in the field of property management and affordable housing community development. Analytical capability and methodical approach to presenting and interpreting data. Ability to establish and implement measures that produce quality services and property management. Success in working partnerships and collaborations with other organizations, both public and private Demonstrated experience working within diverse communities, which include people of various ages, gender, sexual orientations, national origins, income levels, ability levels, religious affiliations, races, and languages. Excellent interpersonal, verbal and written communication skills. Must have access to reliable transportation. Willingness and able to travel extensively between sites.
