The Division of Ecological and Water Resources (EWR) is currently seeking an Accounting Director to work at the Central Office located in St. Paul, Minnesota. This position directs fiscal management programs and business functions for EWR. The incumbent will also provide technical and supervisory support to carry out fiscal policies and procedures established by the Department, the state, and the federal government.

Job duties include, but are not limited to:

  • Develop, manage, and direct the fiscal services and business functions for EWR.

  • Monitor EWR’s annual and biennial budgets and other necessary financial plans so adequate funds are available to support the activities of the Division. Assure that budget plans are in accordance with the Division's mission and objectives and are consistent with Minnesota Management & Budget (MMB) and Federal budget policies and procedures.

  • Develop, monitor, and manage financial procedures, records, and reporting systems.

  • Supervise the work of the fiscal and administrative staff in the Business Unit so financial, personnel, and general administrative services are provided to the Division in an efficient and timely manner, applicable labor agreements and plans are equitably administered, and staff in the unit achieve annual objectives.

  • Direct accounting management services for federal grants to ensure they comply with accounting standards and financial reporting requirements.

  • Provide budget forecasts, analysis, and problem resolution to assist the Director in carrying out their budget oversight role.

  • Manage EWR’s personnel activities and services so that MMB’s and DNR’s policies and labor agreements are adhered to.

  • Direct the development and monitoring of financial data for the division, including analysis of historical and future funding trends so that budget requests are accurately and clearly presented and participate in the legislative process.

  • Independently or cooperatively with the Section Manager, manage, develop, and monitor all division budget revenues and expenditures to meet the objectives of the Division.

  • Recommend necessary financial strategies to the Division Leadership Team (DLT) to meet the short, intermediate, and long-term goals of MMB.

This position has a flexible work arrangement and may be eligible to telework on a part-time basis which is subject to change. If approved, the employee would be required to complete a telework agreement.

Minimum Qualifications

  • 5 years of professional accounting or financial management experience. A Bachelor's degree in accounting, business, finance, public administration or related field may substitute for one (1) year of experience.

  • Supervisory or lead work experience sufficient to direct work, train and motivate staff, manage conflict, hold employees accountable, and support growth and development.

  • Experience with government accounting, auditing, and reporting requirements sufficient to ensure financial operations comply with all applicable laws and standards.

  • Experience developing and monitoring a large operating budget.

  • Experience in monitoring and analysis of budget and expenditures sufficient to provide detailed information and qualify advice to leadership.

  • Experience coordinating and monitoring accounts receivable and accounts payable activity.

  • Knowledge of internal control frameworks and best practices to minimize risks.

  • Experience developing and implementing procedures to increase efficiency and effectiveness of fiscal operations while maintaining strong internal controls.

  • Communication skills sufficient to effectively communicate policies, procedures, and standards and to maintain effective working relationships with managers, public, and employees.

  • Interpersonal and teamwork skills sufficient to create and maintain a positive professional working environment for staff and internal customers.

  • Knowledge of operating computer software packages including spreadsheets, word processing, and navigation of the internet. Must have sufficient spreadsheet skills to manage and analyze large amounts of data.

  • Ability to analyze existing policies, practices and systems sufficient to recommend changes in the organization to comply with regulations and provide organizational efficiency.

  • Organizational and time management skills sufficient to manage numerous large projects simultaneously.

  • Ability to treat employees inclusively in the areas of accommodation, scheduling, expectations, individualized resource needs, training, and development.

Preferred Qualifications

  • Knowledge or experience with the state's appropriation, budget, grant, contracting, and accounting policies and systems.

  • Experience with the State of Minnesota accounting and payroll systems.

  • Knowledge of State of Minnesota financial policies and procedures.

  • Working knowledge of the State-Wide Integrated Financial Tools System (SWIFT) including SEMA4, Financial System Supply chain Access and the Enterprise Learning Module; Contract Financial Management System and Minnesota Information Access (IA) accounting data warehouse.

  • Supervisory experience in a union environment.

  • Familiarity with the language and intent of appropriation laws and statutes governing fiscal management, rules and governmental policies related to natural resource activities in Minnesota sufficient to lead/ participate in those duties.

  • Experience with Kaizen/Lean events, and/or other continuous improvement processes.

  • Knowledge of revenue forecasting methodologies.

  • Experience managing complex payroll budget structures.
