V2X Program Manager, INSCOM in Springfield, Virginia

This position is contingent based on contract award.

Responsibilities

  • Manages the entire 430+-person Task Order services program to include subcontracts.

  • Directs supervision of 18 Senior Project Managers, Operations Managers, and Site Leads.

  • Lead as the primary contact for all program matters between customers, subcontractors, project leadership teams, and corporate.

  • Manages the contract services’ cost, schedule, performance, and risk services.

  • Manages programs/projects with required resources, personnel, equipment, and facilities to include SCIFs and geographically dispersed customers, both domestic and international.

  • Provides financial management oversight for the Task Order and maintain budget guidelines and schedules.

  • Accomplishes program objectives for development, production, and sustainment to meet users’ operational needs.

  • Optimizes program/project execution processes and procedures to improve effectiveness and efficiencies of mission operating system.

  • Responsible for meeting and communicating Task Order milestones and deliverables.

  • Serves as the alternate point of contact for program/project matters for INSCOM.

  • Develops and maintains program plans and schedules.

  • Ensure sufficient and proper personnel, materials, funds, facilities, and equipment utilization.

  • Briefs senior client and corporate leadership on program status, successes, and challenges.

Qualifications

  • Master’s degree from an accredited college/university with a major or concentration in Logistics,Engineering, Program Management,Business Administration,or related fields with 15-20 years of successful managerial experience on DoD programs and projects that provided worldwide maintenance, facility engineering, and logistics support.

  • Project management certification.

  • Demonstrated knowledge in planning,organizing, and prioritizing multiple tasks for large complex domestic andinternational programs/projects.

  • Experienced in leading, directing,decision-making, communication,presentation, and interpersonal skills to effectively lead cross-functional teams.

  • Experienced in contract management and program/project financial management.

  • Management experience in information operation, Sensitive Compartmented Information Facility (SCIF), and militaryintelligence operations.

  • Experienced in DoD Planning,Programming and Budgeting System,and proven ability in fiscal and businessmanagement.

  • Proficient in planning and executing Quick Reaction Capability (QRC) ISR system deployment and sustainment.

  • Ability to correctly interpret and direct the accomplishment of Performance Based contract requirements.

  • Proven ability to develop, collect,analyze, and report of personnel requirements, configuration management, quality assurance,integrated logistics, engineering, warehousing, material management, and maintenance activities.

  • Proficiency with Microsoft Office and MS Project.

  • An active TS/SCI US Security Clearance is required.
