SPRINGFIELD HOUSING AUTHORITY Program Specialist in Springfield, Massachusetts

Program Specialist Position Summary: Perform a variety of social service duties for tenants; housing including tenant briefings on available services; tenant relationships; application review; eligibility requirements; documentation and other related services provided to tenants. Work from federal, state and SHA rules, regulations; schedules; standard forms, established procedures and practices, written and verbal instructions, duties require attention to details data and documentation; effective interpersonal skills, use of various office equipment and software. Bi-lingual preferred. Essential Functions 1. Receive and review tenant applications to ensure basic eligibility for program participation. Organize and conduct educational briefings. Review applications for continued program participation. Maintain records on prospective tenants in accordance to fair housing principles. 2. Prepare and issue vouchers to clients. Evaluate progress of clients ascertaining additional assistance as needed. Maintain active communication with landlords and representatives of dwelling owners compiling lists of available housing units. 3. Assist prospective tenants in search of rental housing with personal assistance and counseling. Arrange for on-site inspections of units, prepare necessary report and follow up on any repairs prior to occupancy. Receive tenant or landlord complaints and arrange for a hearing if problems can not be resolved. 4. Compute rent based on tenant income information and review against lease documents. Provide oral/written reports as required. Terminate tenants no longer eligible to participate in the program. 5. Serve as witness in signing legal documents as necessary. Perform other similar duties as assigned or directed by supervisor.
