Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY IT SPECIALIST (PLCYPLN) TITLE 5, Position Description Number T5234000 and is part of the IL DCSIM, National Guard. Responsibilities As a SUPERVISORY IT SPECIALIST (PLCYPLN) TITLE 5, GS-2210-13, you will provide support for the assigned portion of the command, control, communications and computers (C4) program. Advise and provide counsel to employees regarding policies, procedures, and directives of management. Select or recommend selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Explain performance expectations to employees and provide regular feedback on strengths and weaknesses. Apply EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Plan, organize, and direct the activities of the organization, ensuring that the advice and assistance provided complies with legal and regulatory requirements and meets customer needs. Establish policies and procedures for accomplishment of the organization's C4 mission. Research, interpret, analyzes and apply applicable C4 guidelines, policies and objectives. Assess and revise policies and procedures as needed to improve quality, timeliness, and efficiency of work. Balance workload and provide advice, guidance, and direction on a wide range of technical and administrative issues. Assign work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Establish, develop, and maintain effective working relationships with National Guard Bureau and state personnel at all management levels. Identify requirements and initiate requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. This is NOT an all-inclusive list of duties. Requirements Conditions of Employment Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. Must obtain and maintain Secret Security Clearance. This position is subject to provisions of the DoD Priority Placement Program. Irregular and overtime hours may be required to support operational requirements or contingencies. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. Recruitment and relocation incentives may be available for this position. PCS expenses may be authorized. Qualifications GENERAL EXPERIENCE: To qualify for this position, your resume must reflect sufficient experience and/or education to perform the duties of the position for which you are applying. SPECIALIZED EXPERIENCE: GS-13 Level - MUST have one year of specialized experience equivalent to the GS-12 grade level in the Federal service in the normal line of progression for the occupation. Specialized experience includes experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. This definition of specialized experience is typical of work performed at the GS-12 grade/level position or equivalent in the federal service. OR EDUCATION SUBSTITUTE: Applicants may also qualify on the basis of education as follows: Must have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a degree with a major study in one of the following areas: computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field. (Note: You must attach a copy of official transcripts.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
