Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HUMAN RESOURCES ASSISTANT (CLASSIFICATION) (TITLE 5), Position Description Number T5093000 and is part of the IL HRO AR, National Guard. Responsibilities As a HUMAN RESOURCES ASSISTANT (CLASSIFICATION) (TITLE 5), GS-0203-7, you will provide limited technical assistance to Human Resources Specialists within the office and to managers, supervisors, and technicians of the serviced organization for a wide range of human resources matters. Major Duties - This is NOT an all-inclusive list: Conduct fact-finding investigations, research pertinent guidance to assist in problem resolution, and respond to inquiries regarding requirements of proposed actions. Assist customers by assessing their needs, providing information or assistance, and resolving problems. Review and verify information on requests for vacancies to determine the nature of the personnel action required and to ensure correctness. Prepare and maintain records and reports. Assist classification specialist by performing job audits and making classification determinations on a variety of clerical, and technical occupations (GS-07 and below) and Wage Grade occupations where standards clearly apply. Assist in position description development for restructuring purposes and prepares amendments and statements of differences. Perform a variety of support work for the specialist, such as compiling and tracking program indicators, maintaining records on position reviews, maintaining reference materials such as position classification and job grading standards, various regulations, organization charts, position descriptions, and evaluation statements, and monitoring timely implementation of classification releases. Requirements Conditions of Employment Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. IAW The Fair Chance Act, Agency employees may not request criminal history information at the point of initial application, upon receipt of an application, or prior to, during or after a job interview. If an Optional Form (OF) 306, Declaration of Employment is submitted prior to the point of a conditional offer, questions related to background information section may not be asked. Qualifications GENERAL EXPERIENCE: MUST possess progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position; experience using computer and automation systems. One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position. SPECIALIZED EXPERIENCE: GS-7 Level MUST possess at least 1 year of experience equivalent to the next lower grade; experience to perform the duties of the position which include: ability to process a wide range of human resources transactions related to recruitment and placement, classification, employee relations, human resource development, and/or incentive awards; knowledge of human resources guidelines, directives, procedures, and policies; conducting research for pertinent guidance to assist in problem resolution.
