General Summary
This is a non-merit system, employment-at-will, long-term contract position.
TheSr. Application Developer – Laboratory Information Management System ( LIMS )will be responsible for overseeing the implementation, maintenance, and optimization of WSSC Water’s laboratory information management system ( LIMS ), ensuring its alignment with industry standards and regulatory requirements. This role will involve collaborating with laboratory staff, IT professionals, and stakeholders to streamline processes, document and troubleshoot system issues, enhance data integrity, and improve overall efficiency in laboratory operations.
Essential Functions
Leads the implementation of the LIMS within the water and wastewater laboratory
Configures the LIMS software to meet the specific needs and requirements of the laboratory, including setting up test profiles, workflows, and user access levels
Serves as the administrator for the LIMS , managing user accounts, permissions, and system configurations
Conducts routine maintenance tasks such as software updates, patches, and database backups to ensure system stability and data integrity
Develops and implements data management protocols to ensure accurate and reliable capture, storage, and retrieval of laboratory data within the LIMS
Establishes quality control measures within the LIMS to monitor and validate data integrity, ensuring compliance with regulatory standards such as MDE and EPA regulations
Integrates laboratory instruments and equipment with the LIMS to automate data capture and reduce manual data entry errors
Configure interfaces between instruments and the LIMS software to enable seamless data transfer and result reporting
Provides training to laboratory staff on the proper use of the LIMS , including data entry, sample tracking, and report generation
Offers ongoing support and troubleshooting assistance to users, addressing any issues or concerns related to the LIMS
Identifies opportunities for process improvement and optimization within laboratory operations using the capabilities of the LIMS
Collaborates with laboratory staff and management to implement workflow enhancements and streamline processes for increased efficiency and productivity
Maintains accurate documentation of LIMS configurations, workflows, and standard operating procedures (SOPs) to ensure compliance with regulatory requirements and industry standards
Assists with regulatory audits and inspections by providing necessary documentation and support related to the LIMS
Serves as the primary point of contact for LIMS vendors and external service providers, coordinating software upgrades, technical support, and system enhancements
Evaluates vendor offerings and makes recommendations for software upgrades or additional modules to meet evolving laboratory needsUtilizes the reporting and analysis capabilities of the LIMS to generate accurate and timely reports on laboratory testing results, trends, and performance metrics
Provides data analysis support to laboratory staff and management for decision-making purposes and regulatory reporting requirements
Maintains various COTS and WSSC water-customized applications related to laboratory and water quality reporting systems
Stays informed of advancements in LIMS technology and best practices within the water and wastewater industry through participation in training programs, workshops, and industry conferences
Continuously enhances technical skills and knowledge to ensure effective utilization of the LIMS and support laboratory operations effectively
Participates in the formulation and monitoring of policies, procedures and standards relating to the group’s database security policies and integrity controls
Monitors the daily performance of the LIMS database or performs daily database maintenance activities including backup and recovery, capacity planning, and user account/access management
Serves as lead coordinator for all data reporting for operations and compliance
Coordinates/works with developers to determine requirements for LIMS modifications and upgrades
Coordinates and creates customized reports
Produces ad-hoc reporting for information requests
Performs application and system trend analyses
Works closely with Laboratory sections, Information Support, Regulatory, Customer Service, and various Production divisions to ensure the customer’s data requirements are met
Responsible for ensuring the LIMS meets or exceeds the requirements of the laboratory while ensuring the LIMS is aligned with business processes that interface with it
Resolves technical problems and questions presented by the laboratory sections
Makes recommendations for improvements to LIMS to take advantage of upgrades to lab instruments and software, new IT technology and new laboratory methods

Required Knowledge, Skills, And Abilities
Thorough understanding of the principles, practices and techniques of laboratory analyses, good automated laboratory practices ( GALP ), laboratory instrumentation, workflow, and testing analytical methods
Knowledge of water, wastewater, groundwater, and biosolids regulations at the federal, state, and local levels and all other applicable regulations and guidelines related to the lab
Strong technical, decision-making and problem-solving skills and abilities
Good project management skills and ability to execute business development tasks
Ability to successfully manage resources assigned to projects
Ability to prepare and deliver presentations to a variety of audiences
Ability to manage, oversee and coordinate staff in a team setting
Strong documentation skills for preparing project reports, technical documentation, and meeting summaries

Proficiency in data management principles, including data capture, storage, retrieval, and quality control within a LIMS environment, ensuring accuracy, integrity, and compliance with industry standards
Good customer service skills to facilitate effective communication with a variety of audiences
Knowledge of IT principles and database management concepts, including database architecture, SQL queries, and data security practices, to support LIMS administration and maintenance
Understanding of regulatory frameworks and compliance requirements relevant to water and wastewater testing laboratories, including MDE and EPA regulations governing water quality testing
Familiarity with laboratory instrumentation commonly used in water and wastewater testing, as well as experience in integrating instruments with LIMS to automate data capture and reporting processes
Ability to work in a fast-paced dynamic environment, effectively prioritizing multiple projects, working with a high degree of independence, and meeting deadline commitments
Ability to analyze complex problems, identify root causes, and develop practical solutions to address technical issues, optimize laboratory workflows, and improve overall efficiency in LIMS operations
Flexibility and adaptability to navigate changing priorities, evolving regulatory requirements, and emerging technologies in the water and wastewater industry, adjusting LIMS configurations and workflows as needed to support operational needs
Strong interpersonal skills and the ability to effectively collaborate with cross-functional teams, including laboratory personnel, IT professionals, vendors, and regulatory agencies, to achieve common goals and drive continuous improvement in LIMS operations
Knowledge of lab instruments
Minimum Education, Experience Requirements
Bachelor’s degree in chemistry or IT-related discipline
5+ years system applications experience in a laboratory environment(preferably an environmental laboratory
3+ years database management experience that includes:
Managing LIMS such as Labware and Labworks
Working in database environments such as Oracle and SQL server
Working with Crystal Reports
OR
High school diploma (or equivalent)
9+ years system applications experience in a laboratory environment(preferably an environmental laboratory)
3+ years database management experience that includes:

Working in database environments such as Oracle and SQL server

Additional Requirements
Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter
Preferences
Experience with BI tools such as Power BI, Business Objects
Knowledge of water quality testing in water and wastewater industry and familiarity with various tests performed
Familiar with the physical and chemical properties of water
Familiar with EPA and MDE regulations associated with the water and wastewater industry
