Nemean Solutions, LLC is hiring a full-time Facility Security Officer

Background:

The Facility Security Officer (FSO) will manage security planning, compliance, and coordination in accordance with the US Government and corporate requirements. The FSO will also serve as Insider Threat Program Senior Official (ITPSO) and will foster teamwork and collaborative efforts among security group members to ensure timely completion of group project tasks and responsibilities.

Requirements and Qualifications:

  • Maintain compliance with Defense Counterintelligence and Security Agency (DCSA) and 32 CFR Part 117 NISPOM Rule.

  • Write/edit/maintain security plans and procedures and advise on projects of relevant security issues and needs.

  • Build and manage relationships with security points of contact both industry and US Federal Government clients.

  • Maintain awareness of changing industrial security regulations and how those changes impact site policies, personnel, or projects.

  • Maintain a DCSA-compliant Insider Threat Program as the Insider Threat Program Senior Official (ITPSO).

  • Conduct security self-inspections (at least annually) and apply risk mitigation methodologies.

  • Prepare required security materials for annual DCSA facility reviews and inspections.

  • Process new employee security clearances and periodic reinvestigations.

  • Provide and track security training for all company employees both cleared and non-cleared. Training includes but is not limited to:

  • Initial security indoctrinations

  • Pre/post foreign travel briefings

  • Annual refresher briefings

  • Debriefings for outgoing employees

  • Manage visitor processes and cleared visit requests.

  • Maintain all required online security databases (e.g. NISS/DISS/NBIS/eApp, Etc.)

  • Prepare government compliance forms (e.g. Form DD254) issued to prime and subcontractors.

  • Provide crisis management support for specific security breaches / events (e.g., stolen laptop, Insider Threat).

  • Other duties as assigned.

    Summary of Education, Experience & Certification:

  • A minimum of 7 years of industry Facility Security Officer experience with at least 5 years working in a primary FSO role.

  • Started/completed the Facility Security Clearance (FCL) process.

  • Completed CDSE Facility Security Officer Certification.

  • Active DoD Top Secret Clearance required.

    Required Knowledge, Skills & Abilities:

  • In-depth knowledge of 32 CFR Part 117 NISPOM Rule, Executive Orders, Industrial Security Letters, and DoD Directives.

  • 7 years' experience working with government security programs including: National Background Investigation Services (NBIS), Electronic Application (e-App), Defense Information Security System (DISS), Secure Web Fingerprint Transmission (SWFT), Defense Information System, National Industrial Security System (NISS), Army Centralized Contracts and Security (ACCS), SPOT, and Aircraft and Personnel Automated Clearance System (APACS).

  • Ability to complete Visitor Access Requests (VAR) in DISS and ACCS.

  • Ability to create/edit security forms (e.g. DD FORM 254)

  • Ability to submit Initial and PR investigations

    Support Hours: 0730-1630 Monday through Friday except Federal holidays.

    Place of Performance: Remote.

    Travel: Estimated up to 20% travel.
