Chart Industries Electrical Procurement Engineer in Si Racha, Thailand

The Big Picture:

Due to our current and future workload expectations, Howden Thailand is looking for a proactive, results driven, self-starter to fulfil the role of Electrical Procurement Engineer.

The successful candidate will source & procure from alternative low cost sources all project related electrical & instrumentation scope (for tenders and projects, for best tender price & commercial conditions), within project budget, timeframes and to Howden Quality Standards within the nominated value stream. They will be responsible for developing strategic sourcing to low cost regions to improve on existing supply base and to lead the advanced procurement / early engagement process in conjunction with the electrical applications engineer to ensure the most cost competitive and compliant sources are used. These responsibilities include the execution of EC&I procurement activities outside of Australia for the value stream directly dealing with suppliers, placing orders, expediting orders with suppliers, negotiating with suppliers, and receipting of documentation.

The Electrical Procurement Engineer will manage procurement in alignment with the Howden EC&I and Service team, including setting up new EC&I suppliers on approved vendors list. This will involve the development of a new sourcing process that enables options to globally source from quality low cost suppliers outside of Australia.

What needs to be done?

Preparation and management of the Request for Quotes packages in order to find suitable & competitive suppliers that meet tender specifications that are cost effective (during tender & order to placement stage). Responsible for the project budget, timeframes and ensuring Howden Quality Standards are met. If the Sourcing engineer is not in a position to develop the product during tender stage, you will work as an application engineer forming part of the EC&I team, and it will be difficult to change suppliers after the project has been awarded. The time where different suppliers can quote during a project is during the site installation stage. You will analyse all suppliers in order to select the most suitable suppliers who are able to deliver high quality products at competitive pricing.

You will:

  • Set a strategy that will enable new and more competitive sourcing of electrical suppliers globally.

  • Manage suppliers to meet objectives related to cost, delivery performance, scheduling and quality.

  • Review and manage the supplier base to ensure consistency with the sourcing strategy.

  • Perform regular inspections with suppliers to drive continuous improvements.

  • Ensure commercial, legal and contractual compliance in all procurement transactions. Adopt appropriate supplier management methodologies and procurement strategies in purchasing to secure better pricing & commercial terms.

  • Ensure all PO’s are issued and received in the HAU ERP system as per procedure.

  • Prepare purchase orders and monitor the selected supplier to achieve project goals

  • Organise inspections & workshop tests as required for the purchase orders placed, and deal with any non-conformances.

  • Collect quality and inspection documentation for the purchase orders placed and forward to QA for compilation.

  • Follow all Howden Procedures and relevant standards including ISO9001, OCHSA18000 and ISO14000, AS standards for Australian projects and client specification.

  • Manage transportation from supplier to end destination or where required (e.g. other supplier for assembly etc.) including packing lists and related documentation as per agreed HAU shipping process

  • Be a proactive team member as part of the daily management process in the Operations team

  • Actively use the Howden Continuous Improvement system & tools and apply the use of the core company values

  • On time order placement.

  • Capable of reviewing quotes and determining compliance with standards and client’s specifications

What do you need to bring?

You display strong technical & preferably negotiation skills. You have solid experience with electrical packages and will confidently lead and drive sourcing process from RFQ to delivery, both internally and externally.

You are a solutions orientated, deadline driven individual, who displays sound judgement with exceptional attention to technical detail.

With solid relationship building skills and exceptional stakeholder engagement skills, you’re an excellent communicator. You’ll also be proactive in identifying areas for improvement within business and team processes. You’re as comfortable working independently, as you are within an extended regional team.

You will also have:

  • 5+ years previous experience as a Electrical Engineer working within a Low / Medium / High voltage equipment

  • 5+ years in a commercial discipline of procurement and / or applications or sales

  • Experience in the sizing of transportable switch rooms and the associated equipment to meet Australian and international standards.

  • Previous experience in the inspection of electrical PLC control panels, switchgears, custom designed LV & MV distribution boards in mining and oil and gas industry.

  • Experience in sourcing and delivering projects from international suppliers in Low cost countries to International specifications

  • Good team player

  • A Degree in Electrical Engineering

  • Ability to read, understand and interpret engineering drawings

  • Computer literate (Word and Excel, Powerpoint)

  • Ability to analyse bills of material and drawing to understand key requirements

  • Demonstrated knowledge of procurement and contract procedures and systems

  • Knowledge and direct demonstrated experience in negotiating contracts and quotations with electrical contractors, manufacturers and suppliers

  • Ability to identify cost reduction opportunities & transform the ideas to real monetary savings within agreed timescales

  • Accuracy and attention to detail

  • A positive attitude in working with the different teams/functions

  • Ability in formatting technical documents (Technical author experience)

Desirable skills, knowledge & behaviours

  • Electrical site installation experience or commissioning with international projects

  • 5+ years previous experience as a project engineer that involved a electrical procurement function

  • Previous experience in the Mining or Industrial Manufacturing Industry for Air & Gas handling Equipment knowledge of ISO and OHS standards, Australian Standards.

The position will involve travel 50% of the time for supplier visits, to expedite suppliers and support on equipment / quality testing.
