SUNY Empire State University is currently seeking a Deputy Chief Information Officer / Assistant Vice President of Integrated Technologies. The Deputy Chief Information Officer / Assistant Vice President (DCIO) is a senior IT leadership role that reports to the Chief Information Officer / Vice President of Integrated Technologies (CIO), manages daily operations within Information Technology Services (ITS), and provides professional direction and leadership for technology projects and university partnerships.

The DCIO supports the strategic vision of Empire State University by formulating a cohesive operational and tactical approach to technology integration throughout the university while providing leadership and guidance in critical areas. The DCIO will focus on leading technological innovations and implementing technology-focused partnerships that benefit identified strategic priorities and goals. The DCIO must possess excellent organizational, critical-thinking, and problem-solving skills and have demonstrated strong interpersonal and communication skills. The DCIO must work effectively across various constituents within a diverse community. Working with other university leaders, the DCIO will ensure a high level of service, performance, and cybersecurity.

The DCIO will develop and implement university-wide technology policies and translate the CIO's vision and strategy into technology priorities, ensuring the alignment of all ITS departments into one cohesive team. The DCIO will lead ITS in the CIO's absence and oversee the directors of Enterprise Architecture and Applications, Enterprise Systems, Information Security, University-wide Project Management, and User Support Services.

Duties and Responsibilities:

  • Assures the availability of an effective and comprehensive computing infrastructure, plans and coordinates with all university sites and departments to identify and meet academic and administrative computing needs, and investigates technology solutions to assist the university in accomplishing its mission, goals, and objectives.

  • Provides direct and remote leadership to high-performing teams throughout the state for planning, developing, and implementing information technology, adhering to best practices, policy, and industry standards for information systems and services design and operation.

  • Develop and implement university-wide technology policies, procedures, and guidelines.

  • Assists the CIO in governance oversight, project and portfolio management, and service delivery management.

  • Coordinates the ITS audit and compliance functions and associated risk management and compliance efforts.

  • Work collaboratively with diverse constituencies across the university and build consensus and understanding among these groups.

  • Assists the CIO in implementing the overall information technology strategic plan and the university strategic plan to achieve institutional goals by prioritizing information technology initiatives and coordinating the evaluation, deployment, and management of current and future technology projects.

  • Assist the CIO with communications and outreach efforts, including disseminating information about ITS projects, initiatives, and priorities to key stakeholders.

  • Serves as a primary point of contact on behalf of the CIO as requested or as designee in the CIO's absence and serves on internal and external committees and working groups as assigned.

  • Continually assess existing and emerging technologies to identify what can realistically be accomplished within the university's existing architecture, budget, and systems.

Required Qualifications:

  • Bachelor's degree from an accredited college or university in Computer Science, Information Technology, or a related field.

  • A minimum of seven years' experience in two of the following areas:

  • Application development and support

  • Infrastructure/Network development and support

  • Information security

  • Project Management

  • Customer technical support

  • Served in a variety of IT leadership roles with a history of progressively increasing responsibilities.

  • Experience managing diverse teams with the ability to attract, recruit, develop, motivate, and retain a high-performing staff.

  • Strong technical background across a variety of interrelated computing environments.

  • Successful supervisory experience and team-building expertise.

Preferred Qualifications:

  • Advanced degree

  • Certification in project management, network administration, cybersecurity, or secure application development.

  • Knowledge in any of the following areas: SQL, Azure AD, and API Integration.

  • Ability in managing diverse staff including geographically remote staff.

  • Experience with online programs and non-traditional adult education.

Special Information:

  • This position is located in Saratoga Springs, NY.

  • Some travel will be required.

  • Evening and weekend work may be required.

  • Applicants must be currently authorized to work in the United States on a full-time basis.

Rank/Salary: Management/Confidential - $135,000-$145,000, dependent upon experience and qualifications.
