JOB SUMMARY

The Human Resources Generalist assists, administers, and monitors various city-wide Human Resources

programs. The position provides information and assistance to city employees and the general public in-

person or on the phone such as completing and filing benefits documents, creating personnel action forms

(PAFs), completing new hire orientations (onboarding) and employee offboarding, processing workers\'

compensation claims, tracking training participation and performance evaluations, notifying employees of

random drug tests, processing reports for regulatory compliance, assisting with recruitment activities, and

performing administrative and clerical duties as needed. Under general supervision from the Central

Services Director, receives assignments and is expected to carry them through to completion with

substantial independence. Work requires attention to detail and good organizational skills, and is reviewed

for adherence to instructions, accuracy, completeness and conformance to standard practice or precedent.

The work is accomplished primarily in an office environment.

ESSENTIAL DUTIES

This list is ILLUSTRATIVE only and is not a comprehensive listing of all functions and duties performed

by the incumbent of this class. Duties may include, but are not limited to the following:

Provides customer service over the phone and in person regarding the City\'s recruitment,

classification, training, and other human resource programs;

Assists customers with the application and job description systems and pre-employment

processes;

Explains policies, procedures, regulations and collective bargaining agreements to City employees,

staff, and the public;

Performs internal and external communications including meeting employees\' needs and

supervisor\'s or management\'s requests; coordinating benefits and retirement benefits with

providers, including PERSI;

Verifies employment requests from employees and outside agencies;

Initiates and monitors scheduled personnel actions related to promotions, pay increases,

terminations and leave;

Creates personnel action forms and enters data into ERP (BSA) software, which encompasses

HR, payroll, and timesheets;

Assists with recruitment activities including posting jobs on website, advertising, receiving and

sorting applications, interviewing applicants;

Completes the hiring process by conducting reference and background checks on applicable

positions;

Makes recommendations for the hiring of personnel;

Assists director(s) as needed with applicable exam testing process with police and fire;

Administers City benefits including but not limited to medical, dental and vision plans;

Notifies third party administrator of individuals eligible for COBRA and reviews any applicable

information

Conducts new hire orientations and exit interviews;

Establishes and oversees safety committee; assists Risk Management with staff trainings and

coordinates such trainings;

Manages all workers\' compensation claims from initial filing through closure;

Prepares, sends and tracks all full-time employee performance evaluations;

Oversees or processes the Human Resources related invoices/accounts payables into ERP (BSA )

software;

Update Personnel and Salary Administration Policy as directed;

Sends selected employees monthly random drug test notifications, post-accident drug test and pre-

employment drug tests, and monitors results;

Prepares and maintains various reports including but not limited to Affordable Care Act hours

report;

Maintains employee personnel and medical files;

Processes and monitors long-term disability and unemployment claims;

Completes various surveys and responds to requests from other municipalities;

Performs administrative and clerical work in support of Central Services Director;

Participates in reviews and contributes to recommendations of potential improvements in overall

efficiency, and compliance with department standard operating procedures and regulations.
