Horne LLP EcoDev Sr Associate - Government Services in San Juan, Puerto Rico

Summary/Objective
HORNE seeks experienced professionals to work within the Government Services practice group supporting post-disaster recovery efforts. Successful applicants should have a minimum of 3 years of experience in public administration, government, policy, compliance, or related field. You will work onsite with senior staff and subject matter experts to develop and implement policies and procedures for post-disaster recovery efforts.
Key Functions,
- Develop Program's documents including Program Guidelines, Notice of Funding Availability (NOFA), Request for Proposals (RFP) packages, Scope of Works (SOW) Standard Operating Procedures (SOP) Planning Framework, Subrecipient Agreements (SRA) exhibits, agreements, notifications, presentations, and document templates.
- Review invoices and progress reports.
- Identify and manage project risks and opportunities.
- Produce all required project's reports.
- Hold regular status and progress report meetings with client.
- Organize monthly report supporting documents.
- Provide the client with engagement and outreach materials, presentations, and talking points regarding the program.
- Support response to Monitoring and Audits process for federal and local regulatory bodies.
- Develop, organize, monitor, and maintain detailed Program's document files on different digital platforms.
- Draft, format and file notifications, letters, memos, and all required meeting documents (agendas, meeting summaries, sign-in sheets).
- Keep records of every document sent to and received from the federal entities.
- Assist in the preparation of regularly scheduled reports
- Conduct data entry, maintain computer and manual filing systems
- Create high-level presentations for senior leaders and provide support as assigned; this position will involve advanced use of Word and PowerPoint and will require strong written communication skills.
- Track document edits, oversee version control, and develop and maintain reports for the Policy and Compliance Team. Provide reports to evaluate and monitor progress towards goals.
- Manage tasks in Project Plans using tools such as Smartsheet.
- Other duties as assigned.

- Knowledge of Federal mitigation and/or disaster recovery programs and policies (CDBG, CDBG-DR, Cross-Cutting Federal Requirements etc.) and changing requirements
- Self-starter dedicated to providing quality work in timely manner

- Must be able to lift up to 15 pounds at times.

Required education and experience
- Bachelors Degree from an accredited university, preferable in Business Administration
- Three (3) years of relevant experience
- Juris Doctor preferred; not required
- Fully Bilingual (English & Spanish)
- Basic knowledge of MS Office Applications (Word, PowerPoint, Outlook, Excel)
Preferred education and experience
- Relevant experience in: policy and compliance, emergency management, disaster recovery, mitigation, community planning, federally funded programs
