Position Summary:

We are currently seeking anEmerging & Sustainable Technologies Testbed Manager to support GSA’s Green Proving Ground (GPG) and Applied Innovation Learning Lab (AILL) programs. The work location is San Francisco, CA.

The Emerging & Sustainable Technologies Testbed Manage r will be responsible for overseeing complex field validations of technologies and practices supporting the federal government’s transition to healthy, resilient, and smart facilities. Field validations include (1) individual next generation building technologies and practices, and (2) validations of combinations of technologies stacked together. Outcomes support meeting key agency targets, including an all-electric fleet by 2035 and portfolio wide net zero carbon operation by 2045. Field validations are conducted at GSA facilities, are performed by DOE National Labs and deliver measurement and verification (M&V) results that enable GSA to invest wisely in next generation building technologies .

TheEmerging & Sustainable Technologies Testbed Manager typically oversees 8-12 technology testbeds at any given time. Current test beds focus on next generation building envelope, energy management, EVSE, healthy buildings, HVAC, low embodied carbon materials, net zero portfolio management, onsite power and renewables technologies. Summaries of past completed test beds and additional program materials can be found at gsa.gov/gpg . The near-term focus goals for this position are EVSE, on site power and renewables, and net zero portfolio management technologies.

Key Responsibilities:

  • Global project management . Oversee the identification and operation of GPG and AILL testbeds. GPG and AILL test beds pilot emerging & sustainable technologies and practices in a manner that delivers conclusive, actionable results.

  • Coordinate all project stakeholders, including GSA and DOE staff, the DOE National Lab team conducting field M&V and the technology vendor

  • Ensure that the testbed M&V Project Plan is effective in delivering generalizable results

  • Facilitate effective installation and commissioning of the technology

  • Monitor that field work remains on track to deliver conclusive outcomes

  • Communicate the status of key milestones, identify any red flags that may compromise project outcomes

  • Provide weekly reporting to program leadership

  • Oversee publication and presentation of final M&V results

  • Subject matter expertise . Serve as team technical lead for EVSE, on site power and renewables, and net zero portfolio management technologies.

  • Expert technical subject matter knowledge (SME) of these in these and other next generation facility technologies areas

  • Work autonomously and fluidly to maintain SME leadership.

  • Knowledgeable about the design and operation of commercial real estate.

  • Understand cyber security requirements for operational technologies.

Qualifications

Your Education & Experience:

  • Required:

  • Preference given to those applying from San Francisco.

  • Bachelor’s degree in architecture, building science, business, engineering, environmental science, sustainability, or a related field and a minimum 5 or more years of professional and project management experience. OR Masters degree in a related field and 3 or more years of professional and project management experience in architecture, engineering, environmental planning, sustainability, or a related field.

  • Specialized knowledge of emerging and sustainable technologies relevant to federal targets for federal facility design and operation

  • Analytical skills to review and respond to presentations of complex, unfamiliar technical data

  • Strong writing, editorial and communication skills

  • Strong interpersonal skills and demonstrated ability to lead a team of individuals to achieve successful project completion

  • Willingness to think outside of the box

  • Familiarity with all aspects of global project management
