Public Works currently has a vacancy for the position of IT Applications Manager (0933 Manager V). We are seeking a technology leader who can leverage the latest software engineering and application technologies to enhance the value we offer to San Francisco Public Works. This role presents a unique opportunity to shape the direction of our application strategy and enhance system functionality, user experience, resilience, and security, enabling all business functions to effectively utilize these capabilities.

IT Applications:

IT Applications Team consists of business analysts, application developers, and project and product managers.  We work with off-the-shelf solutions as well as in-house developed applications ranging from the up-and-coming Project and Construction Management software and the newly developed Commission Agenda Item Calendaring system. The IT application team primarily utilizes a .Net technology stack and is migrating into more Azure cloud technologies; in addition, we are looking towards the future in implementing newer technologies.   

As the IT Applications Manager (0933 Manager V), you will manage critical aspects of Civic Technology including business analysis, solution architecture, product acquisition, software development, system implementation, and support. This pivotal role involves driving the future growth of the Applications section by curating a portfolio that aligns seamlessly with enterprise-wide organizational objectives. This includes a mix of 'in-house' and commercial, off-the-shelf (COS) solutions tailored to meet the evolving needs of the department. You will be working with and reporting directly to the San Francisco Public Works Chief Information Officer (CIO).

Your profound hands-on experience and comprehensive grasp of a broad spectrum of application technologies, software development methodologies, tools, standards, solution architecture, and application trends are essential to performing successfully. Equally vital is the ability to develop a close collaboration with business users and IT teams responsible for the underlying technology platforms, encompassing application infrastructure, data, cloud, integration technologies, and IoT computing capabilities. Beyond technical proficiency, this role offers you the opportunity to develop skills in project and portfolio management and gain an understanding of Project Management Office (PMO) operations, ensuring timely and budget-compliant delivery of critical systems. 

Important and Essential Duties:

As an Applications Manager 0933, your duties may include but are not limited to the following:

Strategy and Management

  • Develops, implements, and provides strategic leadership for the Application section within the IT management team.

  • Aligns IT initiatives with the department’s strategic objectives by formulating and executing a comprehensive applications strategic plan.

  • Prioritizes investments in applications technology, substantiating the need for requisite resources to optimize service delivery.

Application Services

  • Fosters essential relationships with IT leaders, DT, DataSF, the Controller’s office, and business executives to grasp business needs; ensure cost-effective solutions that adapt swiftly to changing business priorities.

  • Addressing challenging technological issues, encompassing feasibility, usability, availability, scalability, and performance, while mitigating potential business risks.

  • Analyzing and determining the ideal approach for choosing between building and buying solutions based on the best strategy for expeditiously delivering robust and sustainable systems.

  • Lead the planning, selection, execution, design, and implementation of application systems, collaborating closely with users and IT teams to identify use cases, define information flows, and ensure desired outcomes.

  • Managing complex projects and programs spanning multiple bureaus and divisions within the department, offering expert recommendations on the most effective course of action.

Supervision and Leadership

  • Develop governance processes and performance metrics, shaping the team's mission and vision to cultivate a business-focused culture rooted in continuous improvement.

  • Manages the budget, providing cost to the budget, ensuring that projects are within budget and scope, and authorizing invoices and purchase orders.

  • Foster a collaborative environment conducive to teamwork, innovation, problem-solving, and exceptional performance through adept leadership.

Minimum Qualifications:

Education:

Possession of a bachelor's degree from an accredited college or university in computer science or a closely related field.

AND

Experience:

Eight (8) years of experience overseeing enterprise application delivery, of which three (3) years must include experience supervising Informational Technology (IT) professionals.

Education Substitution:

Additional qualifying experience may be substituted for up to two (2) years of the required education. One (1) year (2,000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Desired Qualifications

  • Master’s degree in computer science or a related field.

  • Exceptional leadership skills, capable of communicating an organizational vision that inspires and motivates staff, harmonizing with IT and business strategy.

  • Experience conveying technical concepts to business leaders and translating business concepts for the team.

  • Direct experience utilizing EAM, PeopleSoft, HR Information Systems, Financial Management Systems, ServiceNow, ArcGIS, and/or commercial Record Management Systems.

  • Direct experience in data analysis using business intelligence reporting tools like SQL Server Business Intelligence, Tableau, and Power BI, yielding valuable insights for decision-making.

  • Experience in life-cycle technology product management from ideation to product retirement.

  • IT consulting experience.

  • Experience managing large IT teams.

  • Solution Architecture experience for complex business challenges.

SELECTION PROCEDURE/EXAMINATION REQUIREMENTS

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ)(Weight: Qualifying):

Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire (Weight 100%):

Candidates deemed qualified will be invited to participate in an examination designed to measure their relative knowledge, skills and abilities in job-related areas, which may include, but not be limited to: knowledge of federal, state and local laws, rules and regulations in the areas of the job; management ability, supervisory ability, problem-solving ability, analytical ability, interpersonal ability and written communication ability.

Note: Candidates must achieve a passing score on the Supplemental Questionnaire examination to be ranked on the eligible list.

Eligible List/Score Report:

Once you pass the exam, you will be placed on an eligible list and given a score and a rank. The duration of the eligible list will be six (6) months and may be extended with the approval of the Human Resources Director.

Certification:

The certification rule for the eligible list resulting from this exam will be the “Rule of the List”.

Post-Eligible List:

Candidates will be invited to interview based on test scores and experience that most closely matches the responsibilities of the position determined from a review of the application materials.
