Job Description

Act as the key, day to day client interface, ensuring that client objectives are met through the delivery Project Controls service, at all project stages

  1. Manage multiple commissions and client accounts effectively and efficiently

  2. Establish the overall success criteria for the project, including time, cost, technical and performance parameters by creating a project controls plan through effective project governance, processes and systems to be utilized throughout project

  3. Manage the flow of project information between the team and the client, through regular meetings and written communications

  4. Identify and act upon opportunities to improve cost management procedures, templates and products; hence improve the service provided to clients

  5. Ensure prompt client invoicing and utilizing FMS in order to monitor a project’s financial status

  6. Ensure that key information and learning generated from each project is input into the internal database

  7. Lead a project controls team including Senior Consultants, Consultants. Perform all line management duties such as resource hiring, training and coaching, conducting performance reviews to ensure they deliver on client deliverables

  8. Lead team to identify any cost/schedule savings as a result of company review of any change orders, initial contract reviews and billing.

  9. Lead the coordination and management of cost reporting and schedule

  10. Lead all areas of project controls from preconstruction to the agreement of the project final account including: the management of the project schedule requiring the tracking of construction work activities, progress and reporting to the owner’s development executive, reporting the developments budget to the owner’s financial and project controls executive team, including the reconciliation of the cost vs. value and the management of the internal cost management team to control the projects budget and change management.

  11. Manage project budgets on mega-projects, some in excess of $1bn.

  12. Oversee and provide reasoned narrative on any shift in schedule on a month to month basis to ensure projects are delivered on time. Identify any risks which may also impact completion dates.

  13. Develop commercial status reports for senior leadership within the business to show Budget at completion vs. Forecast at Completion (VAC - Variance at Completion), planned vs. actual spend, planned vs. actual progress; Incurred cost to date including accruals, committed to date, funding to date, identified risks and other construction specific metrics. Ensure systems are set up to integrate into such reporting for the complete project

  14. Lead the change management processes including liaising with contractors and designers to agree cost and schedule impacts. Ensure clients are given maximum value for money. Assess high value change orders for additional client requests and other types of claims including prolongation.

  15. Oversee cost and scheduling estimates for procurement of materials, equipment and labor. Benchmark and identify trends within both the local market, USA market and worldwide industry as a whole, in order to determine how these may affect pricing and conditions on the projects not only in the USA but also the worldwide market.

  16. Respond to ad hoc requests from client’s senior leadership teams

  17. Identify opportunities to develop new business with existing clients as well as new clients and report such opportunities to the appropriate line manager in CMD (Contract Management Database) and RM (Risk Tool)

  18. Lead a portfolio of projects including establishing various Key Performance Indicators (KPIs) and dashboard reporting

  19. Roll out and implement Earned Value Management (EVM) on large scale projects

  20. Prepare spreadsheets, report writing and presentations

  21. Present results verbally and in writing.

  22. Present to senior management to gain approvals.

RELATED OCCUPATION:

Project Controls Specialist or any other job title performing the following job duties:

  1. Managing cost control functions including budget, incurred cost, commitment, change management, progress tracking, forecast, contingency and earned value management in industry recognized tools such as PRISM, PMCS, E-Builder for the project

  2. Presenting project status to include cost, schedule milestones and other key construction metrics

  3. Developing and maintaining Work Breakdown Structures (WBS)

  4. Establishing project budget, baselines and report variances

  5. Supporting the development of project schedule and performing analysis of bottlenecks, trends and critical path

  6. Identifying and communicating project risks and developing mitigation plans

  7. Preparing project status presentations, highlighting key accomplishments, risks and changes

  8. Developing reports on actuals, variances, trends and re-forecast as necessary

  9. Ensuring proper Change management throughout the project phases

  10. Developing and maintaining detailed Cash flow and Commitment flow throughout the project lifecycle

  11. Reviewing and validating contractual compliance of project invoices

  12. Assisting in financial project close-out and ensuring recording of the project’s historical cost information and “lessons learned” for future use

  13. Presenting results verbally and in writing

  14. Presenting to senior management to gain approvals
