Job Description:

Job Overview:

We are seeking a highly skilled and experienced Program Manager to lead enterprise-wide research, analysis, assessments, and testing of advanced technology experiments for a range of information technology solutions within the Department of the Navy (DoN). The Program Manager will be responsible for driving scientific and engineering innovation, executing rapid prototyping activities, and integrating prototype components into information warfare systems.

Key Responsibilities:

Strategic Program Management:

  • Develop and execute program strategies aligned with the objectives of the Task Order (TO), focusing on enterprise-wide research, analysis, and experimentation.

  • Coordinate with stakeholders to define project goals, deliverables, timelines, and success criteria.

  • Manage the overall program budget, resources, risks, and quality standards.

Advanced Technology Experimentation:

  • Lead and oversee advanced technology experiments, including rapid prototyping, testing, and integration activities.

  • Collaborate with technical teams to design and refine advanced technology solutions for defense, weapons, manpower, logistics, enterprise IT, and business systems.

  • Utilize Modeling and Simulation (M&S) and militarily relevant environments for experimentation and modernization.

Integration and Transition:

  • Provide recommendations for integrating prototype components and designs into new or existing information warfare systems, such as Command and Control (C2) systems, communication systems, networking systems, cyber operations, ISR systems, and information security systems.

  • Ensure seamless transition of advanced technologies and capabilities developed during the program to meet DoD critical technology areas, including wireless technology, Artificial Intelligence (AI), autonomy, integrated sensing and cyber, network systems-of-systems, space technology, and quantum science.

Stakeholder Engagement and Collaboration:

  • Establish strong relationships with DoN stakeholders, government agencies, technical experts, and industry partners.

  • Communicate program progress, updates, and key findings to stakeholders in a clear and timely manner.

  • Collaborate with cross-functional teams to address challenges, mitigate risks, and achieve program objectives.

Qualifications:

  • Bachelor's degree in engineering, computer science, or related field (Master's degree preferred).

  • Proven experience (13+ years) in program management, advanced technology experimentation, and integration within the defense or government sector.

  • Strong understanding of scientific research methodologies, rapid prototyping processes, and technology transition strategies.

  • Experience with Modeling and Simulation (M&S), virtual environments, and militarily relevant experimentation.

  • Excellent leadership, communication, and stakeholder management skills.

  • PMP is highly desirable.

  • Individual may require 8140 / 8570 baseline certifications based on actual job duties.

  • Active Secret clearance

Contract Award expected Summer 2024. Positions are contingent upon award and funding.

Basic Compensation:

$124,735 - $187,150

The offered rate will be based on the selected candidate’s knowledge, skills, abilities and/or experience and in consideration of internal parity.

Additional Compensation:

KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels, per internal policy or contractual designation. Additional compensation may be in the form of sign on bonus, relocation benefits, short term incentives, long term incentives, or discretionary payments for exceptional performance.
