Job Summary

Provide Program Management support to NIWC Pacific Fleet Readiness Directorate (FRD) Fleet Installation Office (FIO).  STF is looking for a self-starter who has a basic understanding of the US Navy C4I systems architecture, installations, integration and testing. Individual will be tasked to provide program and project planning and coordination, track deliverables, schedule and performance data.   Develop program schedules, Gantt charts, perform critical path analyses and administrative duties as required. Individual needs to have strong communication skills and work with minimum supervision. 

Responsibilities and Duties

Candidate must be knowledgeable to independently pull information from SPIDER, NDE and RMCCO databases to support On-Site Installation Coordinator (OSIC), Platform Execution Manager (PEM) and Alteration Installation Team Manager (AITM) in initiation, planning, execution, monitoring and control, and close out.  Monitor schedules, identify possible conflicts or problems, and make recommendation for meeting milestone dates.  Develop Integration Plan of Action and Milestone (POA&M) for FIO Pac installations.   Candidate will track and process CORNs, support the development , status and  presentation of the AIT Installation Briefing Books. Assist with check-in and checkout at various Regional Maintenance & Modernization Coordination Office (RMMCO) Offices for completing the RMMCO requirements prior to production start and again at completion of installations. Review all installation completion documentation to ensure quality and completeness. Responsible for pulling AIT RMMCO package ILS certifications, generating and tracking MOAs, Track SCD approvals in NDE, updating AP database from a SPIDER pull, and validation reports as related to NIWC C4I pre-planning efforts. Work with RMMCO office to close out discrepancies. Research Ship Alts, Field Change, Engineering Change, and Software Delivery status from NDE, SPIDER, and RMMCO databases to support NIWC C4I Alteration pre-planning efforts for ships.

Provide support to the OSICs and Test Directors by uploading completed SOVTS and tracking SOVTs discrepancies and work with OSICs to get resolved. Responsibilities will also include answering Data Calls, facilitating meetings, taking meetings and tracking action items as required

Qualifications and Skills

Required knowledge and years of experience

1+ years of experience with US Navy Command, C4I systems architecture, installation, integration, and testing. Experience with Fleet Modernization process stakeholders and organizational relationships. Ship Installation Drawings (SID’s), reviewing and developing, technical correspondence, reports, documents, drawings, and/or analyses. Understanding and effectively communication technical aspects of tasks and exercising critical thinking and independent judgement dealing with urgency factors, changing priorities and constraints in successful project execution.

1+ year experience in MS Office Products and other software such as Excel, Project, PowerPoint, Adobe Pro, CAD programs.

Familiar with SPIDER, NDE, MODNET databases, Knowledge of the RMMCO process

Education Requirements

High School Diploma, Navy background preferred.

Secret Clearance Required

Salary

The minimum salary starts at $70,000 and the max is negotiable based on experience.
