The Opportunity
Plans, coordinates, and supervises all activities related to the design, development, and implementation of the organization's applications development and systems analysis function. Provides a visionary road map for innovative solutions at the Enterprise level and ensures integration with overall IT and enterprise strategic plans Responsible for technology leadership including evaluation and possible adoption of various emerging technologies as needed to fulfill business needs. Leads matrixed and multi-level teams to set the agenda for key development and technical activities and manages multiple development teams supporting different lines of businesses. Responsible for developing, distributing, supporting, enforcing, and integrating best practices and technology standards across the organization, including ensuring all Information Technology General Controls, Processes and Procedures are followed as applicable and appropriate.

What you’ll do:
Defines and oversees the organization's applications programming and systems analysis activities by providing technical leadership that includes vision, innovation and advanced technical competence
Oversees analysis and preparation of systems feasibility studies, design of new solutions and programs, and revision of existing designs and programs
Directs coding, testing, installation and maintenance of all business and applications programs
Collaborates with other leaders and/or stakeholders and develops an application development strategy that aligns with business strategy, adds value and is within budget constraints
Develops systems design standards and quality control standards for programmers and participates in security reviews of new networks, enhanced networks and new technologies
Manages multiple development teams or leaders of development teams supporting different lines of businesses
Develops systems design standards and quality control standards for programmer
Monitors industry/market trends with emerging application testing tools and processes
Accountable for development cost structure, i.e. TCO (ratio of FTE to 3P, vendor selection, software licensing)
Sets talent strategy for the organization to include skills, location, tenure, experience levels, team size and team roles
Sets the strategy for “ways of working”, i.e. Agile, DevOps, Digital, Pairing, Test Driven Development, etc.
Works with business partners to understand strategic intent over the 3-year strategic horizon
Leverages this to establish budgets, staffing levels, labor mix, delivery dates and key milestones
Accountable for team’s adherence to SDLC and applicable controls
Accountable for understanding the risk posture for the activities that are conducted on the organization (development and maintenance of business applications)
Accountable for application availability according to the business’ specifications.
Actively engages in cross CoSA efforts in support of USSA’s mission
Leads strategic initiatives that have positive impact across the USAA enterprise
Provides oversight to the engagement with the business DPO and ensures deliverables adhere to Agile practices/methodologies
Ensures risks associated with business activities are effectively identified, measured, monitored, and controlled in accordance with risk and compliance policies and procedures
What you have:
Minimum Education:
- Bachelor's degree in computer science, computer information systems or related field of study; OR 4 years of related experience (in addition to the minimum years of experience required) may be substituted in lieu of degree
Minimum Experience:
10 years of progressive experience managing all phases of application development, enabling business results through IT strategy development and delivering results on major initiatives within a complex matrix environment
8 years of people leadership experience in building, managing and/or developing high-performing teams required
Extensive experience delivering technical solutions of increasing scope, complexity, visibility and criticality on time and within budget through both vendor and employee resources
Demonstrated success in ideating and implementing innovative solutions to optimize service, support and operational efficiency/effectiveness, thought leader and innovator in using technology to move the business forward
Broad technical knowledge of web-based application architecture, system architecture, application integration and object-oriented languages
Extensive experience in all stages of the software development life cycle: requirements gathering, design, development, testing, and implementation
Demonstrated ability to communicate technical information to a non-technical audience
Experience collaborating with key resources and stakeholders, influencing decisions and managing work to achieve strategic goals
Executive level business acumen in the areas of business operations, industry practices and emerging trends
Ability to analyze large amounts of data from multiple streams, synthesizing information and communicating to executive management
Experience building a multi-year strategy and developing that into an execution plan with key milestones with leading and lagging performance indicators
Demonstrated experience in vendor contract management and management of distributed development teams and resources
Demonstrated financial acumen involving budgets, forecasting, and executing on the budgets for applicable technology support function
Understanding of relevant industry frameworks, i.e. COBIT, ITIL, SAFe, etc.
Understanding of Legislative and Regulatory Compliance Requirements
Experience overseeing the technology life cycle from requirements analysis, feasibility estimates, design, code, documentation, testing, implementation, and support
Technical knowledge and understanding of technical domains that reside within Infrastructure Services, Data or Application Development
Experience conducting cost benefit analyses and leveraging results to drive technology support solutions
Demonstrated thought leadership in embedding intuitive story telling of technology support functions including concise presentation of complex technical details
Experience and ability to drive a culture of quality and personal accountability through technology support teams
What sets you apart:
Master’s degree in information technology or related field
Experience in managing teams of 500+ people and annual financial budget of over $100 million
Manages the Site Reliability Engineering and Production Availability practice for all the Bank Products
Builds Automation and AI center of excellence catering to multiple areas such as Bank and Fraud Operations
Oversees the development practice of common solutions that influences all Bank Products of today and future
Builds and operates solutions that provides end to end solution to manage Risk and Regulatory needs
Responsible for managing architectural solutions that reduces the total cost of ownership of Technology
Deep understanding of the principles of software engineering, systems engineering and automation to include experience leading these practices
Experience with FinTech Domain and products
Experience in maintaining the reliability of systems, services, or applications
Demonstrated execution leadership experience in a role that required urgent and immediate response to issues while maintaining alignment to strategic vision

Compensation:
USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market position. The salary range for this position is: $249,000 - $448,200
Employees may be eligible for pay incentives based on overall corporate and individual performance or at the discretion of the USAA Board of Directors.
Long Term Incentive Plan: Cash payment for Executive level roles only, representing a cash payment which is both time and performance based.
