Department Summary:

MITRE’s Cyber Operations Division (N140) is seeking an experienced, motivated leader to assume the Department Manager (DM) role for the Cyber Effects and Information Warfare department (N142). The DM will be responsible for developing the department strategy, setting the technical direction of the capabilities, growing a team of world-class talent, supporting development of new opportunities, and building partnerships and collaborative relationships across MITRE, our sponsors, industry, and academia.

The Cyber Effects and Information Warfare (IW) Department (N142) includes work spanning Information warfare, cyber offense, Intelligence, requirements, operations, and acquisition sponsors. N142 is a diverse, engaged, highly mission focused department with team members in San Antonio, Colorado Springs, Dayton, McLean, Bedford, Hampton Roads, Scott AFB, and Annapolis Junction. The Department work program includes support for the Joint Cyber Warfighting Architecture (JCWA), including Unified Platform and JCC2 that provide the foundation for the JCWA. The Department also includes substantial and growing work on strategic offensive cyber and non-kinetic effects programs with Center visibility. N142 is leading the A&SFC in the development of C2 for Operations in the Information Environment (OIE) and is developing a new work program in this area. The Department has provided critical assessments and recommendations in support Department of the AF (DAF) Operational Imperative 7, helping to shape the future of how cyber will enable air & space power over the next decade.

In partnership with the Managing Director (MD), Outcome Lead (OL) and Project Leaders (PLs), the DM will develop and maintain close working relationships with sponsor leadership. The Department Manager will provide technical domain-specific knowledge, leadership and influence internally and externally across multiple stakeholders to move the mission outcomes forward. The DM will develop and shape a work program to achieve sponsor strategic outcomes. The DM will execute effective talent acquisition, development & management, coaching and team member mentorship, and performance management across N142. The DM will represent the needs and perspectives of N142 team members to Division Leadership, advocate for department competencies and establish new work & new sponsors within the Division.

Job Description:

  • Develops and Implements the department’s strategy, in alignment with MNS, A&SFC, and N140 strategies

  • Contribute to MITRE’s Good Growth Strategy, Vision and Mission

  • Work Program Definition and Oversight: Internalizes execution of strategic outcomes

  • Multi-level Sponsor Engagement: Leads sponsor/stakeholder engagements, including with senior level sponsors

  • Develop Our People: Acquires, develops, coaches, leads, and enables an inclusive and diverse workforce

  • Collaboration and Communications: Effectively collaborates and communicates with sponsors and external stakeholders and with internal stakeholders enterprise wide

  • The MITRE Brand: Ensures product or program quality and is aligned to MITRE Brand

  • Good Steward of Resources: Effectively manages the operations of a department (revenue, costs, people, etc.)

  • Establishes day‐to‐day interfaces with sponsors or internal customers to develop trusted working relationships

  • Responsible for all aspects of project or department performance, including staff selection, technical quality, programmatic support, and budgetary development/execution

  • Ensures high technical quality of products or programs that deliver mission impact

  • Ensures delivery of regular, constructive feedback and developmental support to Project Leaders or to team members

  • Responsible for the development of future MITRE leaders

  • Ensure Dept team members have clear expectations and goals that contribute to important sponsor or enterprise strategic outcomes as well as project level outcomes

Basic Qualifications:

  • Top Secret /SCI Clearance

  • Typically requires a minimum of 12 years of related experience with a Bachelor’s degree; or 10 years and a Master’s degree; or a PhD with 7 years’ experience; or equivalent combination of related education and

  • Strong Knowledge of DoD Cyber Operations &/or Cyber Acquisition

  • Experience with Agile Software Development and Acquisition Processes

  • 4 years of experience as direct supervisor, demonstrated success in managing and developing people

  • Track record of mentorship and helping people achieve their career goals

  • 4 years of experience as a work leader, demonstrated record of technical team leadership

  • Demonstrated ability to coordinate across projects and MITRE to achieve significant mission outcomes

  • Demonstrated ability to serve as a trusted advisor to senior leadership (GG-15/O-6 or higher)

  • Strong interpersonal skills as well as effective verbal and written communication skills

  • Experience engaging at the VP level within MITRE

  • MS + 5 years of experience in computer science, cyber security, or related field

  • Motivation to expand knowledge and skills and assume responsibility

  • This position has an on-site requirement of 5 days a week on-site

Preferred Qualifications:

  • Strong knowledge of Cyber Effects and Information Warfare Dept capabilities, projects, and sponsors

  • Strong knowledge of Offensive Cyber Effects / Non-Kinetic Effects, and the challenge of integrating kinetic and non-kinetic effects

  • Experience working with CCMDs (eg, USCYBERCOM), Operational Sponsors (e.g., 16 AF) and Acquisition Sponsors (e.g., AFLCMC)

  • Knowledge of JCWA, including JCC2 and Unified Platform

  • MS +10 years of experience in cyber acquisition, computer engineering, cyber security or related field

  • Experience with the MITRE cyber platform, internal and/or external research projects, MITRE Labs

  • Track record of innovative thinking
