Summary

The objective of this position is to provide Advisory and Assistance Services (A&AS) United States Space Force/Space Operations Center (SpOC)/S2 and 16th Air Force to support Information Operations, Cyber and Space Control Operations. This requires program and business management support to ensure successful programming and execution of practices/budgets to advise and assist the government in preparing for future acquisitions.

Cyber, Electronic Warfare and Space (CEWS) is hiring a Financial Analyst to provide continuous support to ongoing Program Objective Memorandum (POM) preparations; and support daily financial and business management duties related to current and future planning activities.

Responsibilities

  • Assemble and develop background information and documentation to support the required Air Force operations and maintenance (O&M), and Research and Development (R&D) appropriations program budgets

  • Monitor the use and rate of expenditures of budgeted funds, review written documents, and provide an examination of accounting records.

  • Provide expert accounting, advice, assistance, and guidance of budgeting and related information

  • Perform quality checks on automated system database information

  • Develop plans for intermediate fiscal activities such as the Special Access Program Review Group (SPRG), special access required programs oversight committee (SPOC), Program Objective Memorandum (POM), amended POM (APOM), Financial Management Costs (FMC), Appropriation Change Requests (ACR), Unit Manning Documents (UMD), and action officer orientation

  • Serve as technical advisor for these activities and be responsible for providing guidance and assistance to all Enterprise staff offices, MAJCOMs, and subordinate organizations

  • Prepare POM documentation based on current or estimated future funding, manpower, and projects, and assist in the development of near-term investment strategies focused on meeting subsequent POM cycles

  • Assist and prepare Program Decision Packages (PDPs) and create supporting briefings with consolidated inputs from all relevant organizations

  • Provide developmental support of USSF, SAF/AQ, HQ AF/A2/A3, ACC, and AFSPC sponsored financial databases

  • Provide cost analyses for organizing, training, and equipping the Space and Cyber Intelligence forces

  • Prepare informational, command position, and command decision briefs

Minimum Qualifications

  • 6 years relevant experience with Bachelors in related field

  • 4 years relevant experience with Masters in related field

  • High School Diploma or equivalent and 10 years relevant experience.

  • Knowledge of government accounting practices and Planning, Programming, Budgeting, and Execution (PPBE) process

  • Five years of experience in business operations within the last 10 years

  • Professional certifications in project management or applicable business certifications

  • May consider candidates who are on a quick path to acquiring applicable certification #LI-SG1

  • Must possess an active TS/SCI for consideration

  • Must comply with SAP requirements

Preferred Requirements

  • Bachelor’s degree desired, however multiple years of practical experience preferred

  • Strong accounting background

  • Strong oral, written and interpersonal communications skill
