Description

The principal function of the Public Works Laborer is to perform as a crew member to install, maintain, and repair water and sewer lines; maintain streets, alleys, other city owned property. This is an entry-level position. The principal duties are performed in a shop or outdoor environment that may involve inclement weather and potential hazards. The position is required to obtain and maintain certifications in water distribution and wastewater collections. The job is an on-call position, responding to emergency situations. The position is directed by the Public Works Superintendent or Crew Leader.

ESSENTIAL DUTIES AND RESPONSIBILITIES (illustrative only and may vary by assignment)

Perform maintenance and repair of water and sewer lines, streets, parks, cemetery, and other city owned property.

Operate tools necessary for installation, maintenance, and repair of sewer service lines, main lines, manholes and other components of the collection system.

Assist in sewer cleaning and root removal operation.

Assist in sewer inspection and documentation.

Utilize plumbing and/or pipe fitting skill to remove, repair, and/or install water main and service lines, meters, valves, fire hydrants and other components of the distribution system.

Read meters; turn water service off and on as directed.

Maintain asphalt, concrete, and gravel surfaces on City property and right of ways.

Operate surveying equipment to check grades and elevations.

Operate snow removal equipment including plows, dump trucks, front-end loader, snow blower and 4-wheeler.

Perform a variety of general grounds keeping duties including raking, weeding, running weed eater, and trimming trees.

Operate power and hand tools such as drill, shovel, rake, rotary hammer, broom, pick, digging bar, wrenches, sockets, jack hammer, etc.

Perform all operations in accordance with City, state, federal, and other applicable safety standards.

Assist in maintaining and repairing equipment, as needed.

Provide assistance to the public, answering inquiries and providing information.

Develop and maintain positive working relationships with the Mayor and City Council, co-workers, subordinates, the public, and other individuals and groups encountered through this position.

Perform all work duties and activities in accordance with City and Department policies, procedures, and safety practices.

Other duties and responsibilities:

On call to respond to emergency situations.

Qualifications

High school diploma or GED required to obtain state certifications

Must begin work on water distribution and wastewater collection certification within one year.

Have at least an Idaho Class B Commercial Drivers license with air brake endorsement or obtain within one year.

An equivalent combination of education and experience that provides the required skills, knowledge and abilities to successfully perform the essential duties and responsibilities of the position.

Ability to listen and respond to verbal instructions; to communicate effectively in person, on the telephone, and in a public office and public works environment;

Maintain a professional demeanor at all times, including under occasional stressful conditions.

Maintain a collaborative and cooperative working relationship with elected and appointed officials, other City employees, and the general public.

Able comprehend written work instructions;

Operate a computer and standard off ce equipment;

Operate a motor vehicle, dump truck, and loader;

Operate hand and power tools;

Perform essential job functions in a field work site and treatment plant environment that may require lifting/moving 100 lbs; working on rough or uneven terrain, including in trenches for extended time periods; bending, stooping, kneeling, climbing, stretching and other physical exertions requiring mobility and hand, wrist and arm movements; and exposure to inclement weather.
