Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a FINANCIAL SERVICES TECHNICIAN (T5), Position Description Number T5132000 and is part of the FL USPFO, National Guard.

Responsibilities

As a FINANCIAL SERVICES TECHNICIAN (T5), GS-0503-8, you will perform broad-in-depth financial analysis of inter-related accounting, logistics and computer file systems concerning pay, accounts payable, and various travel entitlements, using multiple procedures, processes and techniques to evaluate alternatives and arrive at decisions, conclusions and recommendations. Analyze diverse financial management technical methods, techniques, precedent cases, and procedures to resolve an extensive range of difficult financial technical issues or problems. Perform in-depth analysis, complicated pay, travel, and accounts payable issues involving substantial corrective action and/or complicated adjustments and resolves issues. Analyze particular facts of financial transaction problems/issues, verify and evaluate data; obtain additional information to reconcile discrepancies or inconsistencies; and apply pertinent fiscal laws, regulations, precedent decisions, and procedures to determine appropriate action for resolution. Perform research regarding many different and unrelated processes and methods relating to financial transactions for analysis of complex and unusual financial transactions.

INTRODUCTION: The purpose of this position is to provide analysis, validation, processing and correction of financial transactions and issues/problems involving the full range of financial services. AREA OF CONSIDERATION: This position is in the Excepted Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to US citizens interested in helping the Department of the Army meet our mission requirements in Financial Services Technician. PCS- Permanent Change of Station (PCS) MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. TEMPORARY PROMOTION- For Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If a permanent employee in the Title 5 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 5 position once incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition. INDEFINITE APPOINTMENT-For Current Title 32 selectees only: This is an obligated position (incumbent is on a military tour). If an on-board individual employed in the Title 32 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. INDEFINITE APPOINTMENT-All others (Not Current T5 or T32 Onboard) This is an obligated position (incumbent is on a military tour), selectee will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment right to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition. NOTE #1: Must be Financial Manager Level 1 qualified within 2 years of employment. GENERAL EXPERIENCE: Must have experience working within financial program structures that demonstrates a knowledge of basic principles and procedural concepts of finance; experience collecting data effectively, efficiently and accurately; processing and correcting financial transactions; disbursing, collecting and adjusting financial records. SPECIALIZED EXPERIENCE: GS-08 must have at least 12 Months experience in financial principles and procedures, with at least 3 months of basic finance program training. The applicant must have private or public finance program experiences, along with competencies, that provided knowledge of financial principles and procedures and experience in providing analys9i, validation, processing and correction transactions.
