Army National Guard Units DEFENSE TRAVEL ADMINISTRATOR (T5) in Saint Augustine, Florida
THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a DEFENSE TRAVEL ADMINISTRATOR (T5), Position Description Number T5129000 and is part of the FL USPFO, National Guard.
As a DEFENSE TRAVEL ADMINISTRATOR (T5), GS-0503-9, you will serve as the, Financial Defense Travel System Administrator (FDTSA) subject matter expert (SME), Defense Travel System (DTS) for the USPFO, and the state ARNG including its supported units; authorize and set up the correct lines of accounting for payment of Government funds; perform a variety of analytical, technical, and administrative work for substantive programs and support activities; be responsible for the control and coordination of all required actions to support successful deployments, operation and management of DTS for all military soldiers and Civilian employees using guidelines that often lack specificity due to changing mission requirements, i.e. changing travel destinations while en-route, delaying travel and foreign travel requirements.

AREA OF CONSIDERATION: This position is in the Exceptive Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)" and is open to on board (Tenure 1, 2 and 3) federal employees/technicians (T32 and T5) within the agency. Tenure can be located in block 24 on your latest SF 50. PCS: Permanent Change of Station (PCS) MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard TEMPORARY PROMOTION- For Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If a permanent employee in the Title 5 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 5 position once incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition. INDEFINITE APPOINTMENT-For Current Title 32 selectees only: This is an obligated position (incumbent is on a military tour). If an on-board individual employed in the Title 32 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. INDEFINITE APPOINTMENT-All others (Not Current T5 or T32 Onboard) This is an obligated position (incumbent is on a military tour), selectee will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment right to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition. GENERAL EXPERIENCE: Must have experience working within financial program structures that demonstrates a knowledge of basic principles and procedural concepts of finance; experience within Defense Travel Systems (DTS) and entitlements; collecting data effectively, efficiently, and accurately. SPECIALIZED EXPERIENCE: GS 09 must have at least 12 Months of financial program experiences performing related (Finance, Travel, etc.) functions, with a minimum of 6 months of this experience including finance specific functions experience gained through federal of civilian entities. The applicant must have experience in providing analysis, validation, processing and correction of financial transactions; Defense Travel System (DTS); payment of Government funds; accounting methods, procedures, and/or techniques to validate DTS transactions; accounting, budget, and financial support related duties and capable of interpreting the ARNG DTS travel regulations.
