Army National Guard Units BUDGET ANALYST (T5) in Saint Augustine, Florida
THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a BUDGET ANALYST (T5), Position Description Number T5153000 and is part of the FL USPFO, National Guard.
As a BUDGET ANALYST (T5), GS-0560-11, you will provide management oversight to the budget process, including planning, programming, budgeting, allocation and execution of funds; review annual appropriation and authorization legislation to determine congressional intent; review and interprets higher headquarters' orders, guidelines and directives, and policies and precedents to assess impact on State programs; prepare budget requests consistent with guidance issued by NGB; advise Program Managers (PMs) on the appropriate use of discretionary funds consistent with fiscal law; certify funds and coordinates the receipt of Funding Authorizations Documents (FADS) for the state ARNG Comptroller; develop, coordinate and distribute Funding Allocation Targets to division and PM accounts using the State Automated Budget System and the State Accounting and Reservation Systems; prepare quarterly resource management reports, monthly analysis of financed orders in relation to forecasting expenses and provides narrative explanation of the causes of variances between actual and budget objectives

AREA OF CONSIDERATION: This position is in the Exceptive Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)" and is open to on board (Tenure 1, 2 and 3) federal employees/technicians (T32 and T5) within the agency. Tenure can be located in block 24 on your latest SF 50. PCS: Permanent Change of Station (PCS) MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. TEMPORARY PROMOTION- For Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If a permanent employee in the Title 5 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 5 position once incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition. INDEFINITE APPOINTMENT-For Current Title 32 selectees only: This is an obligated position (incumbent is on a military tour). If an on-board individual employed in the Title 32 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. INDEFINITE APPOINTMENT-All others (Not Current T5 or T32 Onboard) This is an obligated position (incumbent is on a military tour), selectee will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment right to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition. GENERAL EXPERIENCE: Must have a minimum of one year on-the-job experience equivalent to the GS09 level that demonstrates a knowledge of budget analysis, program business; collecting and analyzing data effectively, efficiently, and accurately; applying and adjusting financial plans and policies to attain agency objectives; financial principles, methods, techniques, and systems. SPECIALIZED EXPERIENCE: Specialized Experience is experience that provided the applicant with skills such as budgetary process, planning, programing, allocation and execution of funds. GS 11 must have at least 24 months of finance budget experiences and competencies that provide knowledge of financial NG principles and procedures and an understanding of the principles and concepts of the National Guard financial budget business program requirements.
Must have a high school diploma or general education development (GED) diploma. You must provide transcripts or other documentation to support your Educational claims.
