Job Description:

Fluor and its joint-venture partner AECOM have been awarded a four-year program delivery support services contract for the California High-Speed Rail program by the California High-Speed Rail Authority, to provide program delivery and program management services to support one of the largest planned infrastructure projects in the U.S.

The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California's Central Valley.

Under the direction of the California High-Speed Rail Authority’s (Authority) Principal Transportation Engineer for Strategic Delivery / Policy and Procedures, the Transportation Engineer (incumbent) performs a wide variety of professional engineering work in an office setting. The incumbent is responsible for all activities related to the development, approval, and implementation of policies and procedures, for contract management of the architectural and engineering consultants working on the high-speed rail program, and project management activities related to the scope, schedule, budget, and strategic planning for contracts related to the Record of Decisions’ (ROD) and pre-construction delivery contracts.

• Provide assistance in developing Strategic Delivery policies, procedures, and processes.

• Provide assistance in formulating, approving and implementing policies, procedures, processes, and related work breakdown structures for all Strategic Delivery functional areas.

• Develops work plans, schedules, quality plans, and implementation plans.

• Prepares technical reports, correspondence, and memorandum for decision-making.

• Attends Authority meetings, committees, task forces, and public forums in relation to contract procurement and contract management processes.

• Contract administration duties include the reviews documents such as submittals, requests for information, change orders, invoicing & payments, and correspondence; selects and/or uses computer-based processes to compile contract data; develops or assists in the development or maintenance of transportation-related state-of-the-art computer programs and procedures; makes or revises charts and diagrams.

• Provides oversight of the work of various consultants to ensure compliance with assigned work duties; document contract performance, takes corrective action when appropriate; reviews or assists with developing proposals and various contract and project documents prepared by others; confers with consultants regarding contract compliance.

• Produces meeting minutes, maintains project and contract files, attends training, special reviews, handles telephone inquiries, attends public workshops, develops other staff, attends staff meetings, and interprets new project requirements; prepares and presents information to the public about all types of transportation engineering matters.
