Shell Customs and Excise Specialist in Rotterdam, Netherlands

What’s the role?

The Global C&E (Customs and Excise) Advisor will be responsible for ensuring quality handling of all C&E matters within Europe in line with the local legislation and global/regional Customs Policy.

Reporting to the Commercial Operations Team, the Customs Advisor is a Trade Control focal point supporting their relevant Trading & Supply line of Business for all custom related matters and activities ensuring full compliance with applicable customs regulations and internal requirements in an optimal and efficient manner.

The main responsibilities for this role include:

  • Implement and manage Shell Trading customs policies and processes based on best practices and frameworks (within the framework of the AEO qualifications).

  • Specific implementation of controls regarding non-preferential and preferential origin management (including controls of certificates of origin) as well as management of products affected by trade defence measures (i.e.: anti-dumping, anti-subsidy).

  • Specific implementation of controls regarding customs classification of commodities traded by Trading & Supply in accordance with global/regional polices.

  • Support import/export operations within Europe, including cooperation with the customs brokers/agents and terminal.

  • Oversight of customs authorities’ requirements in Europe and customs documentation needed to support Shell Trading flow of goods, including building internal compliance documentation guidelines, training resources, and providing import/export compliance support to operations teams.

  • Ensure import trade flows and operations are compliant (pre-entry and post-entry review) and correct customs licences, approvals are in place for operational changes.

  • Recommend measures to secure the optimum import duty regime within the region through Customs regimes such as Customs Warehousing, Inward Processing, End-use relief

  • Collaborate on internal audits, risk assessment and other assurance activities.

  • Liaise with IT team to enhance C&E aspects within the Shell’s IT environment/ ERP system and trading platforms.

  • Standardize and overview of Shell Trading’s C&E procedures and controls in locations such as refineries and terminals.

  • Keep updated with C&E regulatory changes and best practices; identify risks and opportunities and recommend actions.

  • Assist Indirect Tax team in the review of third-party C&E profile and customs licenses.

  • Work with the Trade Compliance team and Indirect tax to remedy any potential non-compliance or concerns including breaches.

  • Set-up a control framework for customs brokers used by the company to assist operational team with local customs compliance work.

  • Advise traders and operators on the tax treatment of commodity transactions (Customs and/or Excise compliance).

  • Identify, capture, collect, monitor key metrics (KPIs) for development of business strategies and presentation to management and relevant optimisation projects.

  • Develop and carry out C&E training for traders, operators, and local personnel, raising awareness on the C&E function and risks.

What we need from you

We are actively seeking individuals with proven expertise in customs and excise matters within the industry. If you have experience in energy or commodity trading, that’s a definite advantage. Additionally, we value your extensive knowledge of European customs laws and regulations, as well as familiarity with international customs legislation (WCO & WTO).

In addition to your background in customs, we hope you possess the following skills and experiences:

  • Cross-Functional Collaboration: You should be adept at collaborating across functions, including Customs, regulatory, Excise duties, VAT, and export controls.

  • Control System Design or Rollout: While not necessarily related to trade controls or customs, experience in designing or implementing control systems (outside of IT systems) is a plus. This could include areas like HSSE, Quality, or Finance.

  • Effective Communication and Interpersonal Skills: Confidence and the ability to interact at all levels within Trading and Supply (T&S), including senior leadership, are essential.

  • Vision-Building and Motivational Leadership: You’ll be responsible for creating a shared vision across multiple functions and motivating and coaching staff to deliver results.

  • Problem-Solving and Conflict Resolution: Strong problem-solving skills and the ability to handle conflicting issues effectively and responsibly are crucial.

  • Change Management: Demonstrated expertise in change management rounds out the skill set we’re looking for.

The successful candidate must have initiative and the discipline to prioritise projects and conflicting demands, be able to respect confidentiality requirements, possess the skills to communicate with tact and diplomacy and be able to maintain effective relationships both internally and externally to Shell.
