NeighborWorks Umpqua (NWU) is a rural focused community development corporation working in Southern Oregon. We work to promote opportunity for all by developing, owning, and providing access to quality housing that is affordable, increasing access to capital to build household wealth, assets and expand homeownership, improve financial resilience, and support community-based economic development efforts.

NWU was founded over 30 years ago to develop quality affordable rental housing in response to a market that was not producing housing the community needed. Over the years, we have continued to develop housing, expanding into area of community development in response to gaps in the market. Our success comes from maintaining a work culture that is cultivated by our teams through collaboration, empowerment and continual growth. 

We are looking for a  Resident Service Coordinator (RSC) that will be responsible for promoting programs and efforts that enhance quality of life and help build healthy communities for residents in a defined portfolio of NeighborWorks Umpqua-owned properties. The RSC ensures the provision of program support and/or intervention for individuals and families through the coordination of community resources. The ideal candidate will be compassionate, responsible, will lead with integrity, and will be able to work independently.

Essential Duties and Responsibilities

Therefore, this position description is designed to outline primary duties, qualifications, and job scope, but not limit the incumbent nor the organization to just the work identified. It is our expectation that each employee will offer their services wherever and whenever necessary to ensure the success of our endeavors.

The essential functions include, but are not limited to, the following:

  1. Coordination with Property Management:
  • Serves as an outcome-oriented liaison between residents and Property Management team; participates in Property Management meetings, as needed.

  • Assesses the needs of residents at intake and prepares action plans for information, referral and follow-up.

  • Assists in providing a comprehensive service plan for residents, working with Property Management staff, using data from needs assessment.

  • Meets monthly or as needed with property management team and reports on progress with residents who have been referred.

  • Meets with new residents, typically within the first month of move-in, for orientation to programs, services and to the neighborhood.

    1. Programming and Services:
  • Develops programs, services and activities to empower residents to live successfully in a cooperative community environment.

  • Works in collaboration with the HR Manager to recruit, train, coordinate and supervise all volunteers, interns and services provided for the residents.

  • Accesses advocacy, translation and interpreting services on residents’ behalf, as needed.

  • Works in collaboration with the Financial Opportunity Center and other community providers for coordination and continuity of services; maintains a current roster of providers that can bring services to residents.

  • Plans and coordinates resident training activities, education, health services and resident trips, entertainment and recreational participation.

  • In collaboration with communications department, prepares informational newsletters and calendars to inform residents of on-going and special in-house activities as well as to encourage their participation.

  • Maintains personal, emergency and health referral information for each resident including meeting annually with residents to update information.

    1. Compliance and Reporting
  • Assist with Plans, creates, and implements property level Resident Services Plans as part of the project planning, financing, development, construction, and lease up phases of project development.

  • Continuous outreach and engagement and relationship management with partner organizations to develop, manage, and maintain Memorandums of Agreement / Understanding with partner organizations for the delivery of their services at NWU properties.

  • Creates and maintains annual resident services plans by property.

  • Assist with c ompleting quarterly and annual reporting requirements to regulatory and funding agencies.

  • Carries out ad hoc duties as needed to ensure the Residents Services Program maintains its effectiveness.

    Minimum Qualifications

  • Associate degree preferred or relevant combination of education and experience in a relevant field.

  • Experience working with low-income individuals and diverse communities.

  • Bilingual in Spanish/English (preferred)

  • Knowledgeable of local, state and federal resources and agencies servicing children, youth, families, and elders.

  • Highly positive and enthusiastic style-capable of motivating others.

  • Skills and energy to build a team and lead effective staff development and training.

  • Excellent verbal and written communication skills.

  • Highly computer literate, especially Microsoft suite of programs.

  • Strong sense of humor and great people skills.

  • Customer Service Oriented.

  • Ability to travel between properties that may be geographically distant and for training purposes.

The noise level is low in the office environment.
