The Opportunity

As a Capture (Senior) Manager, you will lead priority USAID captures efforts in preparation for winning proposals in the Global Development Group Health Portfolio. To be successful in this role, you will have experience in the USAID business development lifecycle, experience leading capture for large global development projects and strong understanding of USAID proposal requirements. You will be a team member of the Chief Growth Office (CGO) and work closely with the Global Development Group.

Core Responsibilities

  • Have direct accountability for aspects of opportunity capture management:

  • Lead large USAID opportunities, making strategic and tactical decisions throughout the capture lifecycle including teaming, staffing and technical design.

  • Lead the capture team including subject matter experts, writers, recruiters and other staff critical to the capture effort.

  • Make significant contributions to the development and continuous improvement of capture and management processes, tools, and templates.

  • Negotiate with partnership teams and prepare input for NDAs and TAs (working with Contracts)

  • Lead development of win strategy including win themes, competitive assessment, and pricing strategy discussion

  • Work directly with cross-cutting teams to execute best practice in capture management in preparation for compliant and compelling proposals

  • Partner directly with a technical expert to ensure technical elements of capture are clear, well-articulated and consistent with client priorities

  • Ensure capture strategy is translated into the proposal phase:

  • Act in a strategic role, from pre-RFP through final award determination

  • Communicate overall capture strategy to expanded proposal team

  • Ensure the capture team's strategy, themes, solution, and discriminators are reflected in the proposal

  • Lead strategy elements of proposal process including finalizing teaming agreements, and finalization of key personnel

  • Provide the leadership, methodologies, procedures, tools, and templates to support USAID capture efforts.

  • Have responsibility across multiple, concurrent captures.

  • Utilize BD market intelligence accounts and subscriptions

  • Maintain pipeline and opportunity records/information in the company’s CRM tool

  • Provide guidance, sample content, and boilerplate materials to writers, as needed

  • Contribute to the development Abt’s new business function –

  • Collaborate with other capture team members

  • Support positive teambuilding

  • Take and conduct training as appropriate

  • Continuously refine and improve process and strategies

  • Mentor CGO and Portfolio team members, as appropriate

  • Develop and share leading practices

  • Travel – Provides backstopping support to members of intelligence gathering trips; participates in trips as required

  • Information Gathering – Assists with a broad variety of ad hoc information gathering requirements

What We Value

  • Manager: Bachelor’s Degree + Nine years of relevant experience, or Master’s Degree + Seven years of relevant experience, or PhD + Four years of relevant experience

  • Senior Manager: Bachelor’s Degree + Twelve years of relevant experience, or master’s degree + Ten years of relevant experience, or PhD + Seven years of relevant experience

  • Experience in leading large complex capture and proposals in global health with values more than $50m

  • Understanding of USAID priorities in infectious diseases, health service delivery, health systems strengthening, or global health security

  • Knowledge of USAID proposal costing/financial requirements

  • Proficiency in Microsoft Word, PowerPoint, and Excel

  • High attention to detail

  • Willingness to travel

  • English plus other proficient language skills

  • Training in formal capture/proposal methodologies

  • Knowledge of industry-wide best practices in proposal management

  • Knowledge and understanding of Federal procurement regulations and practices (including FAR/AIDAR)

  • Experience in project management and capture management

  • Understanding of editorial practice and standards

  • Ability to shift priorities and tasks – Ability to juggle multiple tasks of varying degrees of difficulty.

This position offers an anticipated annual base salary range of approximately $110,000 to $175,00 and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
