About the Position: This position is located with the Army Sustainment Command, 404th Army Field Support Brigade, Logistics Readiness Center, Rock Island IL. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: analyze/interpret technical transportation requirements to perform a variety of assignments; monitor transportation functions to resolve problems; perform inspections of services and warehouse facilities of household goods carriers; classify, route, and rate domestic and export shipments of hazardous and general supplies and equipment, and process Government Travel Systems (GTS) invoices. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: Successful completion of at least a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree from an accredited college or university. Major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Combination of Education and Experience: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 18 hours (total semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. This is a Transportation and Distribution Management Career Field 24 position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. This position is a Term position not to exceed 13 months. It is a time limited position and may be extended up to a maximum of eight years. This position may be converted to a permanent career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent. Permanent employees who accept term appointments will not have placement rights to the previously held permanent position at the end of the term appointment. Employees on term appointments will be separated at the end of the term appointment date if the Not-to-Exceed (NTE) date is not extended. This position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, or return rights based on having served an overseas tour. Obligated positions may also cover employees who have been on extended leave without pay under certain circumstances. When a position is obligated it means that he/she has an entitlement to that position. During the obligation period, the position may be filled on a temporary or permanent basis. When an obligated position is filled, the selected employee is required to sign an agreement acknowledging that (s)he is aware of the obligation and accepts the fact that (s)he may be displaced under reduction in force procedures at a later time.
